Mahakumbh 2025: यूपी के प्रयागराज में आयोजित महाकुंभ मेले की भव्यता और आध्यात्मिकता दुनिया भर के लोगों को अपनी ओर आकर्षित कर रही है।भारतीय संस्कृति और परंपराओं से प्रभावित इटली के तीन दोस्त भी महाकुंभ का अनुभव करने प्रयागराज पहुंचे हैं। ये तीनों मेला परिसर में बने शिविरों में ठहरे हुए हैं और संन्यासी वस्त्र पहनकर पूरे मेले का भ्रमण कर रहे हैं। उनमें से एक युवक ने कहा कि उसे यहां आकर ऐसा लगता है जैसे वह अपने किसी पिछले जन्म में भारतीय रहा हो।

पीटरो ने बातचीत के दौरान बताया, “मैं योग का अभ्यास करता हूं और भारतीय संस्कृति के बारे में थोड़ी बहुत जानकारी रखता हूं। कुंभ मेला सनातन धर्म का सबसे भव्य आयोजन है। यह पहली बार है जब मैं कुंभ मेले में शामिल हुआ हूं। मेरे दोस्तों ने यहां आने की योजना बनाई थी, तो मैंने भी उनके साथ चलने का फैसला किया।”

स्टीफेनो ने अपनी खुशी जाहिर करते हुए कहा, “मैं पहली बार कुंभ मेले का हिस्सा बना हूं। रूस में मेरे कुछ साधु मित्र हैं जिन्होंने मुझे कुंभ के बारे में बताया। वे भारत आकर नागा साधु बन चुके हैं, जिससे मुझे भी यहां आने की प्रेरणा मिली।” इटली के एमा महाकुंभ के आयोजन से काफी प्रभावित दिखाई दिए। एमा ने कहा, “मैं यहां पहली बार आया हूं। मैं योगा का शिक्षक हूं। कई भारतीय मेरे मित्र हैं। मुझे भारतीय संस्कृति पसंद है। मुझे लगता है कि इससे पहले के जन्म में मैं इंडियन था। भारत का संगीत, भजन, कीर्तन, सब कुछ मुझे काफी पसंद है। यहां महाकुंभ मेले की व्यवस्था काफी अच्छी हैं।”

उत्तर प्रदेश। इसबार 26 सितंबर 2022 से शक्ति आराधना का पर्व शारदीय नवरात्रि शुरु होने जा रहा है। शारदीय नवरात्रि पर देवी दुर्गा की पूजा और साधना की जाती है। इसके अलावा देवी के नौ अलग-अलग रूपों की भी पूजा होती है। हिंदू धर्म में देवी दुर्गा जो माता पार्वती का ही स्वरूप हैं उन्हें महाशक्ति के रूप में पूजा जाता है।

पितृ पक्ष के बाद शारदीय नवरात्रि का आरंभ होता है। आश्विन मास में शुक्ल पक्ष की प्रतिपदा तिथि से नवरात्रि की शुरुआत होती है। हिंदू धर्म में नवरात्रि का काफी महत्व है। नवरात्रि के नौ दिनों तक माता को प्रसन्न करने के लिए भक्त व्रत रखते हैं। मान्यताओं के अनुसार, शारदीय नवरात्र के दौरान विधि-विधान से देवी दुर्गा की पूजा करने से सभी मनोकामनाएं पूर्ण हो जाती है। आइए जानते हैं नवरात्रि तिथि, पूजा विधि और पूजन सामग्री की लिस्ट।

शारदीय नवरात्रि तिथि : पंचांग के अनुसार, शारदीय नवरात्रि का त्योहार 26 सितंबर 2022 से प्रारंभ होगा। नवरात्रि का पर्व 4 अक्टूबर 2022 को समाप्त होगा।

शारदीय नवरात्रि की पूजा विधि : सुबह उठकर स्नान करें। फिर पूजा के स्थान पर गंगाजल डालकर उसकी शुद्धि कर लें। घर के मंदिर में दीपक प्रज्वलित करें। मां दुर्गा का शुद्ध जल से अभिषेक करें। देवी को अक्षत, सिंदूर और लाल पुष्प अर्पित करें। फल और मिठाई का भोग लगाएं। दुर्गा चालीसा का पाठ करें। फिर आरती करें।

शारदीय नवरात्रि पर क्या करें : सात्विक भोजन, साफ सफाई, देवी आराधना, भजन-कीर्तन, जगराता, मंत्र, देवी आरती।

शारदीय नवरात्रि पर क्‍या न करें : प्‍याज, लहसुन, शराब, मांस-मछली का सेवन, लड़ाई, झगड़ा, कलह, कलेश, काले कपड़े और चमड़े की चीजें न पहने, दाढ़ी, बाल और नाखून न काटें।

किसानों को छूट के लिए सरकार देगी अनुदान। सरकार से अनुदान मिलने के बाद बिजली दरों में बदलाव होगा। प्रस्तावित नई दरों के मुताबिक ग्रामीण क्षेत्र में मीटर्ड कनेक्शन पर अभी जहां ₹2/यूनिट की दर से बिल देना होता है वहीं अब मात्र ₹1/यूनिट देना होगा।

कंचन उजाला लखनऊ। विधानसभा चुनाव से पहले योगी सरकार ने किसानों को बड़ा उपहार दिया है। सिंचाई के लिए निजी नलकूप की मौजूदा बिजली दर में सरकार ने 50 प्रतिशत की कटौती करने का निर्णय किया है। इससे राज्य के 13 लाख किसानों को सीधा फायदा होगा। उनका सिंचाई का खर्चा आधा हो जाएगा। बिजली की दरों में 50 प्रतिशत की कटौती करने के लिए सरकार को लगभग एक हजार करोड़ रुपये उत्तर प्रदेश पावर कारपोरेशन लिमिटेड को बतौर अनुदान देना होगा। दरअसल, देश के दूसरे कई राज्यों में जहां सिंचाई के लिए किसानों को मुफ्त बिजली मिल रही है वहीं उत्तर प्रदेश में किसानों के निजी नलकूप की बिजली की दर दो रुपये से छह रुपये यूनिट तक है। फिक्स चार्ज भी 70 रुपये से 130 रुपये प्रति हार्सपावर (एचपी) है। ऐसे में किसानों की बिजली महंगी होने का मुद्दा बनाकर विपक्षी पार्टियां सरकार को घेरती रही हैं। चूंकि विधानसभा चुनाव होने वाले हैं इसलिए विपक्षी दलों द्वारा सरकार बनने पर मुफ्त बिजली देने की घोषणा कर किसानों को रिझाने की लगातार कोशिशें की जा रही हैं। विपक्षी दल अपनी कोशिशों में कामयाब न हो सकें इसलिए योगी सरकार ने चुनाव की अधिसूचना जारी होने से पहले ही गुरुवार को बड़ा दांव चलते हुए किसानों को सस्ती बिजली का बड़ा उपहार देने का निर्णय किया है।

मुख्यमंत्री योगी आदित्यनाथ के निर्णय के संबंध में मुख्यमंत्री कार्यालय द्वारा किए गए ट्वीट के मुताबिक जनवरी माह से ही ग्रामीण क्षेत्र में मीटर्ड, अनमीटर्ड, एनर्जी एफिशियन्ट पंप और शहरी क्षेत्रों के मीटर्ड नलकूपों में बिजली के इस्तेमाल का खर्च वर्तमान की तुलना में आधा हो जाएगा। प्रस्तावित नई दरों के मुताबिक ग्रामीण क्षेत्र में मीटर्ड कनेक्शन पर अभी जहां दो रुपये यूनिट की दर से बिल देना होता है वहीं अब मात्र एक रुपये यूनिट देना होगा। ऐसे कनेक्शन के लिए फिक्स चार्ज 70 रुपये के बजाय 35 रुपये प्रति हार्सपावर ही रह जाएगा।

इसी तरह अनमीटर्ड कनेक्शन के लिए फिक्स चार्ज 170 रुपये प्रति हार्सपावर की जगह 85 रुपये की दर से देना होगा। एनर्जी एफिशियन्ट पंप के लिए बिजली अभी जहां 1.65 रुपये प्रति यूनिट और फिक्स चार्ज 70 रुपये हार्सपावर है वहीं 50 प्रतिशत घटने के बाद किसानों को मात्र 83 पैसे प्रति यूनिट और फिक्स चार्ज 35 रुपये हार्सपावर ही देना होगा।

शहरी क्षेत्र के मीटर्ड कनेक्शन वाले निजी नलकूपों के लिए छह रुपये यूनिट और और फिक्स चार्ज 130 रुपये हार्सपावर के बजाय किसानों को अब मात्र तीन रुपये यूनिट और 65 रुपये प्रति हार्सपावर फिक्स चार्ज ही देना होगा। किसानों की बिजली दर में 50 प्रतिशत की छूट देने के लिए प्रतिवर्ष तकरीबन एक हजार करोड़ रुपये पावर कारपोरेशन प्रबंधन को चाहिए होंगे। राज्य सरकार एक हजार करोड़ रुपये का अतिरिक्त व्ययभार उठाते हुए कारपोरेशन को बतौर अनुदान धनराशि मुहैया कराएगी। विभागीय जानकारों के मुताबिक निजी नलकूप वाले किसानों की संख्या 13,16,399 है। इनका कुल बिल लगभग 1846 करोड़ रुपये है। सर्वाधिक ग्रामीण अनमीटर्ड 12,57,367 हैं जिनसे मौजूदा बिजली की दरों से 1654 करोड़ रुपये विद्युत राजस्व हासिल हो रहा है। इसी तरह ग्रामीण मीटर्ड 44,755 से 80 करोड़ और शहरी मीटर्ड 14,277 कनेक्शन से 112 करोड़ रुपये कारपोरेशन को मिल रहे हैं।

कंचन उजाला नई दिल्ली। सूचना और प्रसारण मंत्रालय ने देश विरोधी प्रोपेगेंडा चलाने वाली यूट्यूब चैनलों पर सख्त एक्शन लिया है। मंत्रालय के मुताबिक खुफिया एजेंसियों से कॉर्डिनेशन के बाद 20 यूट्यूब चैनल और दो वेबसाइट को ब्लॉक करने का आदेश दिया है। ये सभी प्लेटफॉर्म भारत विरोधी दुष्प्रचार कर फर्जी खबरें फैला रहे थे। मंत्रालय ने सोमवार को दो आदेश जारी किए, जिनमें से एक में यूट्यूब को 20 चैनलों को ब्लॉक करने और दूसरे आदेश में दो न्यूज वेबसाइट को ब्लॉक करने का निर्देश दिया गया।

आपको बता दे कि खुफिया एजेंसियों तथा सूचना और प्रसारण मंत्रालय के बीच एक समन्वित प्रयास के तहत, सूचना और प्रसारण मंत्रालय ने सोमवार को इंटरनेट पर भारत विरोधी प्रचार और फर्जी खबरें फैलाने वाले 20 यूट्यूब चैनलों और 2 वेबसाइटों को ब्लॉक करने का आदेश दिया। मंत्रालय ने दो अलग-अलग आदेशों के माध्यम से –पहला, 20 यूट्यूब चैनलों के बारे में यूट्यूब को निर्देश देते हुए और दूसरा, 2 समाचार वेबसाइटों के बारे में दूरसंचार विभाग से अनुरोध करते हुए–कहा कि वे इंटरनेट सेवाप्रदाताओं को इन समाचार चैनलों / पोर्टलों को ब्लॉक करने का निर्देश दें।

ये चैनल एवं वेबसाइट पाकिस्तान से संचालित एक समन्वित दुष्प्रचार नेटवर्क से संबंधित हैं और भारत से संबंधित विभिन्न संवेदनशील विषयों के बारे में फर्जी खबरें फैला रहे हैं। इन चैनलों का उपयोग कश्मीर, भारतीय सेना, भारत में अल्पसंख्यक समुदायों, राम मंदिर, जनरल बिपिन रावत आदि जैसे विषयों पर समन्वित तरीके से विभाजनकारी सामग्री पोस्ट करने के लिए किया गया था।

भारत विरोधी दुष्प्रचार अभियान के तौर-तरीकों में द नया पाकिस्तान ग्रुप (एनपीजी) शामिल है, जो पाकिस्तान से संचालित होता है औरजिसके पास यूट्यूब चैनलों का एक नेटवर्क है।इस दुष्प्रचार अभियान मेंकुछ अन्य वैसे यूट्यूब चैनल भी शामिल हैं, जो एनपीजी से संबंधित नहीं हैं। इस चैनलों का संयुक्त ग्राहक आधार 35 लाख से अधिक का था, और उनके वीडियो को 55 करोड़ से अधिक बार देखा गया था। नया पाकिस्तान समूह (एनपीजी) के कुछ यूट्यूब चैनल पाकिस्तानी समाचार चैनलों के एंकरों द्वारा संचालित किए जा रहे थे।

इन यूट्यूब चैनलों ने किसानों के प्रदर्शन, नागरिकता (संशोधन) अधिनियम से संबंधित प्रदर्शन जैसे मुद्दों पर भी सामग्री पोस्ट की थी और अल्पसंख्यकों को भारत सरकार के खिलाफ भड़काने की कोशिश की थी। इस बातकी भी आशंका थी कि इन यूट्यूब चैनलों का इस्तेमाल पांच राज्यों में होने वाले आगामी चुनावों की लोकतांत्रिक प्रक्रिया को कमजोर करने के उद्देश्य से सामग्री पोस्ट करने के लिए किया जाएगा।

सूचना और प्रसारण मंत्रालय ने भारत में सूचना से जुड़े स्पेस को सुरक्षित करने के उद्देश्य सेयह कार्रवाई की है और सूचना प्रौद्योगिकी (मध्यवर्ती दिशानिर्देश और डिजिटल मीडिया आचार संहिता) नियम, 2021 के नियम 16 ​​के तहत आपातकालीन शक्तियों का उपयोग किया है। मंत्रालय ने पाया कि अधिकांश सामग्री राष्ट्रीय सुरक्षा के परिप्रेक्ष्य में संवेदनशील विषयों से संबंधित हैं और तथ्यात्मक रूप से गलत हैं। इन सामग्रियों को मुख्य रूप से पाकिस्तान से भारत के विरूद्ध एक समन्वित दुष्प्रचार नेटवर्क (जैसा कि नया पाकिस्तान समूह के मामले में) के रूप में पोस्ट किया जा रहा है। इसलिए, मंत्रालय ने आपात स्थिति में सामग्री को ब्लॉक करने के प्रावधानों के तहत कार्रवाई करना उपयुक्त समझा।

मंत्रालय ने मंगलवार को एक बयान में कहा, ‘चैनल और वेबसाइट पाकिस्तान से ऑपरेट होने वाले प्रोपेगेंडा नेटवर्क से संबंधित हैं और भारत से संबंधित विभिन्न संवेदनशील विषयों के बारे में फर्जी खबरें फैला रहे थे। इन चैनल का इस्तेमाल कश्मीर, भारतीय सेना, भारत में अल्पसंख्यक समुदायों, राम मंदिर, जनरल बिपिन रावत जैसे विषयों पर लगातार विभाजनकारी कंटेंट पोस्ट किया जा रहा था।

सरकार ने लिया सख्त एक्शन

सूचना और प्रसारण मंत्री अनुराग ठाकुर ने एक वीडियो मैसेज में कहा कि 20 यूट्यूब चैनलों और दो वेबसाइटों के खिलाफ कड़ी कार्रवाई की गई है, क्योंकि वे भारतीय कानूनों का उल्लंघन कर फर्जी समाचार और भारत विरोधी कंटेंट चलाकर भारत में भय और भ्रम का माहौल पैदा कर रहे थे। मंत्री ने कहा कि चैनल और वेबसाइट खिलाफ आईटी नियमों के तहत कार्रवाई की गई है, ताकि पाकिस्तान भारत के खिलाफ जो एजेंडा चलाता है उस पर रोक लगे।साथ ही ऐसी ताकतें भारत के खिलाफ काम न करें।

मंत्री ने अपने ट्वीट में भी कहा, ‘फर्जी खबरें और दुष्प्रचार फैलाकर भारत में अशांति फैलाने के मकसद से सीमा पार से हो रहीं गतिविधियों के खिलाफ हमने सख्त कार्रवाई की है.’ मंत्रालय के बयान में कहा गया है कि भारत विरोधी दुष्प्रचार में पाकिस्तान से संचालित नया पाकिस्तान समूह (एनपीजी) शामिल है, जिसके पास विभिन्न यूट्यूब चैनल का एक नेटवर्क है। इसमें कहा गया कि कुछ अन्य यूट्यूब चैनल भी हैं, जो एनपीजी से संबंधित नहीं हैं।

इन चैनलों पर हुआ एक्शन

सूचना और प्रसारण मंत्री ने कहा कि 20 यूट्यूब चैनलों में से 15 एनपीजी की ओर से चलाए जा रहे थे। जिन 20 यूट्यूब चैनलों को ब्लॉक करने का आदेश दिया गया है, उनमें द पंच लाइन, इंटरनेशनल वेब न्यूज, खालसा टीवी, द नेकेड ट्रुथ, 48 न्यूज, फिक्शनल, हिस्टोरिकल फैक्ट्स, पंजाब वायरल, नया पाकिस्तान ग्लोबल, कवर स्टोरी, गो ग्लोबल ईकॉमर्स, जुनैद हलीम ऑफिशियल, तैयब हनीफ, जैन अली ऑफिशियल, मोहसिन राजपूत ऑफिशियल कनीज फातिमा, सदफ दुर्रानी, ​​मियां इमरान अहमद और नजम उल हसन बाजवा शामिल हैं।

कोच्चि। केरल हाईकोर्ट ने मंगलवार को केंद्र सरकार से यह बताने को कहा कि कोविशील्ड वैक्सीन की पहली खुराक लेने के बाद दूसरी खुराक लेने के लिए 84 दिनों का अंतर क्यों है। अदालत ने यह भी पूछा कि यदि टीके स्वयं पक्षों या पार्टियों द्वारा सोर्स या प्राप्त कर कर लिए जाएं तो क्या समय के अंतर को कम करना संभव है।

कोर्ट ने यह टिप्पणी काइटेक्स समूह की कंपनियों द्वारा दायर एक याचिका पर सुनवाई के दौरान की, जिसमें कहा गया था कि शुरू में कोविशील्ड की दूसरी खुराक लेने की समय सीमा 45 दिन थी। अदालत ने पूछा कि क्या समय अंतराल इसलिए बढ़ाया गया था, क्योंकि इसकी बेहतर प्रभावकारिता देखी गई थी या फिर यह समय पर टीकों की सोसिर्ंग में समस्याओं के कारण बढ़ाया गया था। अदालत ने केंद्र से इन मुद्दों पर अपना हलफनामा देने को कहा है और मामले को गुरुवार के लिए निर्धारित कर दिया है।

केंद्र ने मांगा गुरुवार तक का समय 
कोर्ट ने केरल सरकार से भी यह पूछा था कि वह 84 दिन पूरे होने के बाद ही वैक्सीन की दूसरी डोज क्यों लगा रही है। राज्य सरकार ने अपने जवाब में कहा कि वह केंद्र की ओर से कोरोना टीकाकरण के लिए जारी किए गए दिशानिर्देशों का पालन कर रहा है। यही सवाल कोर्ट ने केंद्र सरकार से भी पूछा कि कोविशील्ड की दो खुराकों के बीच पहले चार सप्ताह का अंतराल था। बाद में इसके 12 से 16 सप्ताह के लिए क्यों बढ़ाया गया। इसके बाद केंद्र सरकार ने कोर्ट से गुरुवार तक का समय मांगा है। अब मामले की सुनवाई 26 अगस्त को होगी।
काइटेक्स ने अपनी याचिका में कहा कि वह अपने पांच हजार से ज्यादा कर्मचारियों को कोरोना वैक्सीन की पहली खुराक लगवा चुकी है और दूसरी खुराक का भी इंतजाम कर रही है, लेकिन जारी प्रतिबंधों के कारण उसे अनुमति नहीं मिल रही है।

लखनऊ। क्राइम ब्रांच और अलीगंज कोतवाली की संयुक्त टीम ने फर्जी कॉल सेंटर की आड़ में खाते की रक़म उड़ाने वाले गिरोह का भंडाफोड़ किया है। आरोपित कई सेक्टर में नौकरी दिलाने का झांसा देकर युवाओं को फोन कर झांसे में लेते और फिर उनके ई-बैंक खातों की जानकारी हासिल कर रुपये पार कर देते थे। एसीपी क्राइम ब्रांच प्रवीण मलिक के मुताबिक गिरोह में शामिल नौ युवतियों समेत 11 लोगों को गिरफ्तार किया गया है। फर्जीवाड़े का यह गिरोह लगभग हर सेक्टर में युवाओं को नौकरी दिलाने का झांसा देता था। खासकर टेलीकॉम, बैंक और साफ्टवेयर कंपनियों में नौकरी का ऑफर दिया जाता था। मूलरूप से लखीमपुर निवासी अनुज पाल और विशाल ने अलीगंज स्थित पुरनिया में एक किराए के कमरे में कॉल सेंटर खोला था। क्राइम ब्रांच औऱ अलीगंज कोतवाली की संयुक्त टीम के हाथ मुख्य आरोपित अनुज पाल उसकी पत्नी डॉली उर्फ़ रूबी के अलावा विकासनगर सेक्टर चार निवासी अजय कश्यप, मडिय़ांव निवासी रमा सिंह, कोमल सिंह, जय निगम, रुचि तिवारी, प्रीती देवी, महानगर निवासी सदफ, बीकेटी निवासी पूजा चौरसिया, अलीगंज निवासी पल्लवी को गिरफ्तार किया गया है।

आपको बता दे कि सोमवार दोपहर क्राइम ब्रांच औऱ अलीगंज कोतवाली की संयुक्त टीम ने केंद्रीय भवन पुरनिया स्थित पेट्रोल पंप के पीछे कैलाश प्लाजा में चल रहे फ़र्जी कॉल सेंटर पर छापा मारा। वहां से नौ युवतियों समेत 11 लोगों को गिरफ्तार किया गया। छापेमारी के दौरान कॉल सेंटर से 17 मोबाइल, 12 कंप्यूटर, एक प्रिंटर, एक लैपटॉप, एक एलईडी टीवी, दो डिश के सेट टॉप बॉक्स, एक डिजिटल कार्डलेस फोन, वाईफाई सेट टॉप बॉक्स, लेटर पैड, मोहर व चार पेन ड्राइव बरामद हुईं हैं। गिरफ्तार हुई युवतियों ने बताया कि उन्हें शुरुआत में तीन महीने 6 हजार रुपये फिर उसके बाद आठ हजार रुपये प्रति माह वेतन दिया जाता था।

इस तरह फर्जीवाड़ा करता था गिरोह

गिरोह संचालक अनुज पाल और विशाल नौकरी डॉट कॉम औऱ वर्क इंडिया पर ऐसे बेरोजगारों का खांका निकलवाते जिन्होंने नौकरी के लिए उक्त वेबसाइट सहित कई जगहों पर अपना सीवी बायोडाटा डाला हो। इसके बाद उनके फोन नंबर युवतियों को देकर युवकों को फोन कराते थे। युवतियां फोन कर युवकों को नौकरी के लिए चयन होने का झांसा देती थीं। रजिस्ट्रेशन के नाम पर ऑनलाइन माध्यम से सौ रुपये लिए जाते थे। इसके बाद स्क्रीन शॉर्ट मंगवाकर या लिंक भेजकर युवकों के बैंक खाते की जानकारी हासिल कर लेते थे। शातिर जालसाज़ ऑनलाइन साक्षात्कार का झांसा देकर गूगल मीट के माध्यम से स्क्रीन शेयर करवा लेते थे। इतना ही नही युवकों को बातों में उलझाए रहते थे और उनसे जॉब प्रोफाइल सम्बन्धित डिस्कसन करते फ़िर अचानक ओटीपी पूछकर खातों से रुपये पार कर देते थे। आरोपितों ने जालसाज़ी से लाभ में आये रुपयों की सटीक वित्तीय जानकारी नही दी है। पुलिस सूत्रों के मुताबिक हजारों की संख्या में तमाम राज्यों के नागरिकों के बैंक खातों से क्लोनिग कर हासिल किये रुपयों का अबतक कोई ब्यौरा हाथ नही लग सका है। हालांकि आरोपियों की कूटनीति का शिकार हुए पीड़ितों की हज़ारों की संख्या है। पुलिस का कहना है कि आरोपितों को छह सौ रुपये में प्री एक्टिवेटेड सिम उपलब्ध कराने वाले दुकानदार का पता चला है, जिसकी तलाश की जा रही है।

दूसरे राज्यों के युवाओं को बनाते थे शिकार

लखनऊ। ये कॉल सेंटर खासकर दूसरे राज्यों के युवाओं को ही निशाना बनाता था, ताकि ठगी का शिकार बने युवक/युवती पैरवी के लिए दौड़भाग न कर सकें। कॉल सेंटर से दिल्ली, हरियाणा, पंजाब, बिहार, मध्य प्रदेश, महाराष्ट्र आदि राज्यों के हजारों युवाओं से ठगी की जा चुकी है। कई पीड़ितों ने संबंधित जिलों में पुलिस से शिकायत भी की मगर कोई ठोस कार्रवाई नहीं हुई।

कैसे चलता था साइबर फ्रॉड का पूरा खेल?

एसीपी क्राइम ब्रांच प्रवीण मलिक के मुताबिक गिरोह में शामिल नौ युवतियों समेत 11 लोगों को गिरफ्तार किया गया है। गिरोह लगभग हर सेक्टर में युवाओं को नौकरी दिलाने का झांसा देता था। खासकर टेलीकॉम बैंक और साफ्टवेयर कंपनियों में नौकरी का ऑफर दिया जाता था।
इसके बाद उन बेरोजगार युवक व युवतियों को अपने झांसे में लेकर उनका क्रेडिट कार्ड व डेबिट कार्ड की डिटेल हासिल कर लेते थे। यह लड़कियां डिटेल हासिल करने के बाद उसे अनुज पाल और अजय तक पहुंचाती थीं। यह लोग डिटेल हासिल होने के बाद उसके माध्यम से साइबर फ्रॉड से उनके बैंक खातों से रुपयों को ट्रांसफर कर लिया जाता था। इस घटना की शिकायत आए दिन साइबर थाने में दर्ज कराई जाती थी। वही एडीसीपी (उत्तरी) प्राची सिंह ने बताया कि कॉल सेंटर के संचालक नौकरी डॉट कॉम समेत अन्य जॉब पोर्टल पर रजिस्टर्ड बेरोजगार युवाओं का डाटा निकालते थे। फिर इनके नंबर पर कॉल कर अच्छी कंपनी में मोटी तनख्वाह पर नौकरी का ऑफर देकर रजिस्ट्रेशन कराया जाता था। विश्वास दिलाने के लिए वह कंपनी की लाइव लोकेशन तक भेज देता था। इसके बाद एक लिंक शेयर किया जाता था। उस पर क्लिक करते ही संबंधित युवक/युवती का मोबाइल हैक कर खाते से पूरी रकम अपने यूके वॉलेट या फिर पेटीएम में ट्रांसफर कर लेते थे। कॉल सेंटर से फोन कर बातों में उलझाकर ओटीपी पूछकर भी ये लोग खाते से रकम उड़ाते थे।

एडीसीपी (उत्तरी) प्राची सिंह ने बताया कि अनुज व उसकी पत्नी डॉली उर्फ रूबी पुरनिया स्थित कैलाश प्लाजा में मार्च 2020 से ये कॉल सेंटर चला रहे थे। वह वर्ष 2017 से इस तरह की ठगी कर रहा है। अनुज व उसके साथियों द्वारा हरदोई व अन्य जगह भी कॉल सेंटर खोलकर ठगी की जानकारी पुलिस को मिली है। इस कॉल सेंटर के संचालन से जुड़े विशाल शर्मा निवासी अलीगढ़, अजय निवासी पटना, खुशबू, हिमांशी  वर्मा व अभिषेक फरार हैं जिनकी तलाश में पुलिस व क्राइम ब्रांच को लगाया गया है।

छह महीने में बदल देता था स्टाफ

कॉल सेंटर का संचालक अनुज कुमार पाल बेरोजगार युवतियों को छह से आठ हजार रुपये वेतन पर कॉलिंग के लिए नौकरी पर रखता था। फिर उन्हीं से सुबह दस से शाम पांच बजे तक बेरोजगारों को कॉल कराता था। जो युवक-युवती झांसे में आकर नौकरी के लिए रजिस्ट्रेशन कराते थे, उन्हें लिंक भेजकर खाते से रकम उड़ाने का काम अनुज खुद करता था। कॉलिंग करने वाली युवतियां पांच-छह महीने में जब तक माजरा समझतीं वह किसी बहाने से उन्हें नौकरी से निकालकर दूसरी लड़कियों को नौकरी पर रख लेता था।

प्रतापगढ़। जिले में वर्षो से संचालित अवैध असलहा बनाने वाले कारखाने का यूपी एटीएस ने भंडाफोड किया है। मौके से भारी मात्रा में निर्मित और अर्धनिर्मित असलहा,रिवाल्वर, पिस्टल,तमंचा और कारतूस समेत 6 कर्मचारियों को किया गिरफ्तार किया है।  इस दौरान मुख्य अरोपी  मौके से फरार हो गया है। एटीएस उसकी गिरफ्तारी के लिए दाबिश दे रही है।

बता दें कि मामला प्रतापगढ़ जनपद के लालगंज कोतवाली क्षेत्र के अंतर्गत गुमगौर असरही गांव का है जहां यूपी एटीएस और प्रतापगढ़ पुलिस की संयुक्त कार्रवाई ने अवैध असलहे की फैक्ट्री का भंडाफोड़ किया है। मौके पर 14 निर्मित और भारी संख्या में अर्धनिर्मित असलहे, और उनके बनाने वाले उपकरण बरामद किए गए है। मौके से 6 लोगो को गिरफ्तार किया गया है। इस दौरान मौके से 2 पिस्टल, 2 रिवाल्वर ,2 तमंचा और 17 अर्ध निर्मित असलहे ,300 कारतूस बरामद किया है। फिलहाल कारखाने का मालिक फरार है। मुख्य आरोपी सवालीन अंसारी उर्फ बबलू है जो विगत 5 वर्षों से इलाके में असलहों की फैक्ट्री संचालित कर रहा था।

इस तरह हुई छापेमारी

एटीएस आगरा को यहां असरही गांव स्थित एक मकान में अवैध असलहा फैक्ट्री संचालित होने की सूचना मिली थी। इस पर एटीएस आगरा के इंस्पेक्टर आलोक कुमार सिंह टीम के साथ रविवार दोपहर लालगंज कोतवाली पहुंचे। लालगंज की फोर्स के साथ गांव में स्वालीन अंसारी उर्फ बबलू के मकान में छापा मारकर अवैध असलहा की फैक्ट्री का भंडाफोड़ किया। पुलिस ने मौके से मुख्य सरगना स्वालीन उर्फ बबलू, उसके बेटे अखलीन, बिहार प्रदेश के मुंगेर के मजदूर शायल आलम उर्फ छोटू, मोहम्मद सरफराज आलम, मोहम्मद आजाद और गोरखपुर जिले के राजगढ़ थाना क्षेत्र के रेती चौक निवासी तिरुपति नाथ वर्मा उर्फ गुड्डू गांधी को गिरफ्तार कर लिया। पुलिस ने मौके से निर्मित व अर्धनिर्मित असलहों के साथ एक खराद मशीन, एक ड्रिल मशीन सहित दर्जन भर अन्य उपकरण बरामद किए। प्रभारी एसपी धवल जायसवाल का कहना है कि एक मकान में चल रही अवैध असलहा की फैक्ट्री से मुख्य सरगना सहित छह आरोपितों को गिरफ्तार किया गया है। पुलिस आरोपित पिता पुत्र के आतंकी कनेक्शन होने को लेकर भी जांच कर रही है।

लखनऊ। गली-चौराहों और ठेलों पर खुलेआम तंबाकू और सिगरेट बेचना अब गुजरे जमाने की बात होगी। अगर ऐसा करते पाए गए तो यह अपराध की श्रेणी में आएगा और जुर्माने के साथ जेल भी हो सकती है। प्रदेश सरकार ने अब तंबाकू और सिगरेट की ब्रिकी पर सख्ती कर दी है। सिगरेट और तंबाकू की ब्रिकी के लिए अब लाइसेंस लेना अनिवार्य होगा। यह व्यवस्था मेरठ सहित प्रदेश के 16 निगमों में लागू की गई है। इन निगमों में मेरठ, गाजियाबाद, मुरादाबाद,अलीगढ़, आगरा, फिरोजाबाद,  सहारनपुर, वृंदावन-मथुरा, अयोध्या, कानपुर, गोरखपुर, वाराणसी, प्रयागराज, झांसी,बरेली व शाहजहांपुर शामिल हैं। जहां पर यह लाइसेंस प्रणाली को लागू किया जाएगा। इसके लिए अपर मुख्य सचिव नगर विकास डॉ. रजनीश दुबे ने इस सबंध में आदेश जारी कर दिया है। साथ ही सभी नगर निगमों को इस प्रणाी को अपने यहां लागू करने के संबंध में अपने यहां बोर्ड की बैठक में प्रस्ताव पारित कराने के बाद 31 जुलाई तक लागू करने करने और शासन को सूचना भेजने का निर्देश दिया गया है।

इस प्रणाली के लागू होने के बाद नगर निगम सीमा क्षेत्र में कोई भी दुकानदार बिना लाइसेंस के तंबाकू उत्पाद व सिगरेट आदि की बिक्री नहीं कर पाएगा। लाइसेंस के बिना कोई भी कॉमर्शियल मॉल, थोक बाजार, बिग बाजार, स्पेंसर्स, जनल मर्चेंट, किराना दुकान, गुमटी आदि पर तंबाकू उत्पादों की बिक्री नहीं होगी।

बिना लाइसेंस के बिक्री करते हुए पाए जाने पर जुर्माने का भी प्रावधान किया गया है। बिना लाइसेंस के तंबाकू उत्पाद की बिक्री करते हुए पहली बार पकड़े जाने पर 2000 रुपये जुर्माना व सामान जब्त कर लिया जाएगा। जबकि दूसरी बार पकड़े जाने पर 5000 रुपये जुर्माना देना होगा। इसी प्रकार तीसरी बार पकड़े जाने पर 5000 जुर्माना वसूलने के साथ ही विक्रेता के खिलाफ प्राथमिकी भी दर्ज कराई जाएगी।

लखनऊ। लावारिस हालत में सड़क पर पड़े क़ीमती फ़ोन को उठाकर युवक ने ईमानदारी की नज़ीर पेश की। बाज़ार खाला चौराहे पर मंगलवार की देर रात किसी राहगीर का ( Oppo F17 Pro ) मॉडल का क़रीब 23 हजार रूपये का क़ीमती फ़ोन गिरकर लावारिस हालत में सड़क पर पड़ा था। जिसे पास में स्थित सौरभ चाउमिन सेंटर के दुकानदार अमन सिंह ने उठा लिया। हाथ में क़ीमती फ़ोन आने के बाद भी अमन की नियत ज़रा भी नही बदली। बल्कि उन्होंने ऑन हालत में रखकर सभी इनकमिंग कॉल अटेंड की और वेरिफिकेशन की शुरूआती प्रक्रिया के बाद गुम हुए फ़ोन के असल मालिक को अपनी दुकान बुलाया। जिसके बाद व्याकुल हालत में पत्थरकटा राजाजीपुरम निवासी धर्मेन्द्र कुमार यादव अपना फ़ोन लेने बाजार खाला चौराहे स्थित अमन सिंह की दुकान पहुंचे। फ़ोन पाकर धर्मेन्द्र का चेहरा खिल उठा। उन्होंने अमन सिंह की ईमानदारी भरे कार्यों की खासा सराहना करते हुए उनका आभार व्यक्त किया।

लखनऊ। उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने कहा है कि किसान को हर हाल में उसकी उपज का उचित मूल्य मिले और आम जनता को आवश्यक खाद्य सामग्री सही कीमत पर उपलब्ध हो। आढ़ती और बिचैलिए किसी भी दशा में किसानों का शोषण न करने पाए। खाद्य सामग्री की जमाखोरी करने वालों पर  कठोर कार्यवाही की जाए।  आढ़ती और बिचैलिए किसी भी दशा में किसानों का शोषण न करने पाए।

मुख्यमंत्री ने शुक्रवार को उच्चस्तरीय बैठक में यह निर्देश दिए। उन्होंने कहा कि जनता को उचित मूल्य पर दाल एवं सब्जियां उपलब्ध कराने के लिए सभी जरूरी कदम उठाये जाएं। उन्होंने आवश्यक खाद्य सामग्री की जमाखोरी करने वालों के खिलाफ कड़ी कार्रवाई करने के निर्देश दिये हैं।

मुख्यमंत्री  ने कहा कि वर्तमान में मूल्य समर्थन योजना के अन्तर्गत किसानों से धान और मक्का की खरीद की जा रही है। यह सुनिश्चित किया जाए कि किसानों को एमसपी का लाभ अवश्य मिले। उन्होंने बुन्देलखण्ड क्षेत्र में किसानों को मूंगफली की फसल का उचित मूल्य दिलाने के लिए सभी जरूरी कदम उठाने के निर्देश दिए हैं।
इस अवसर पर मुख्य सचिव आरके तिवारी, कृषि उत्पादन आयुक्त आलोक सिन्हा एवं अन्य वरिष्ठ अधिकारी उपस्थित थे।

लखनऊ। उत्‍तर प्रदेश कांग्रेस विधि विभाग के पदाधिकारियों ने तय किया है कि राज्‍य में भाजपा की तानाशाही से पीड़ित लोगों को नि:शुल्‍क कानूनी सहायता उपलब्‍ध कराई जाएगी।आपको बता दे कि, यह फैसला उप्र कांग्रेस विधि विभाग के प्रमुख अधिवक्ता नितिन मिश्रा की अध्‍यक्षता में यहां शनिवार को संपन्‍न हुई बैठक में किया गया।

विधि विभाग के प्रदेश उपाध्‍यक्ष सारिम नवेद ने बताया प्रदेश की वर्तमान तानाशाह भाजपा सरकार के विरूद्ध विधि विभाग के अधिवक्‍ता पीडितों की नि:शुल्‍क मदद करेंगे। इस बैठक में अखिल भारतीय कांग्रेस विधि विभाग के राष्‍ट्रीय संयोजक वैभव श्रीवास्‍तव भी मौजूद थे। सारिम नवेद ने बताया, बैठक में विधि विभाग के पुर्नगठन, विस्तार व वर्ष 2022 में होने वाले विधानसभा चुनाव की रणनीति व चुनाव में प्रदेश के अधिवक्ताओं के योगदान आदि मुद्दों को लेकर विस्तार से विचार-विमर्श किया गया।

लखनऊ। कुवैत के अमीर शेख सबाह अल-अहमद के निधन पर उत्‍तर प्रदेश में एक दिन के लिए राजकीय शोक की घोषणा की गई है। उत्‍तर प्रदेश के प्रमुख सचिव (सामान्‍य प्रशासन) जितेंद्र कुमार ने बताया कि अमीर के निधन पर (आज) चार अक्‍टूबर को एक दिन का राजकीय शोक मनाने का निर्णय लिया गया है। इस अवधि में राष्ट्रीय ध्‍वज झुका रहेगा और कोई शासकीय समारोह नहीं होगा।

लखनऊ। उत्तर प्रदेश में हाथरस के साथ ही बलरामपुर तथा आजमगढ़ में महिलाओं के प्रति अपराध पर बेहद गंभीर सीएम योगी आदित्यनाथ ने शुक्रवार को बड़ा बयान दिया है। मुख्यमंत्री योगी आदित्यनाथ ने इसको लेकर एक ट्वीट किया है और महिलाओं के प्रति अपराध करने वालों को सख्त लहजे में चेतावनी भी दे दी है।

सीएम योगी आदित्यनाथ ने फिलहाल इसमें कहीं पर भी जिला तथा पुलिस प्रशासन के खिलाफ कोई एक्शन नहीं लिया है। उनके संकेत साफतौर पर इन मामलों में आरोपितों के खिलाफ सख्त से सख्त से कार्रवाई का है।

सीएम योगी आदित्यनाथ ने ट्वीट किया है कि उत्तर प्रदेश में माता-बहनों के सम्मान-स्वाभिमान को क्षति पहुंचाने का विचार मात्र रखने वालों का समूल नाश सुनिश्चित है। इन सभी को ऐसा दंड मिलेगा जो भविष्य में उदाहरण प्रस्तुत करेगा। आपकी उत्तर प्रदेश सरकार प्रदेश की प्रत्येक माता-बहन की सुरक्षा व विकास के लिए संकल्पबद्ध है। यह हमारा संकल्प है-वचन है।

लखनऊ। इलाहाबाद हाई कोर्ट की लखनऊ पीठ ने हाथरस दुष्कर्म कांड को गंभीरता से लेते हुए स्वत: संज्ञान लिया है। कोर्ट ने गुरुवार को घटना पर चिंता व्यक्त करते हुए यूपी सरकार, शासन के शीर्ष अधिकारियों और हाथरस के डीएम व एसपी को नोटिस जारी किया है। कोर्ट ने पीड़िता के साथ हाथरस पुलिस के बर्बर, क्रूर और अमानवीय व्यवहार पर राज्य सरकार से भी प्रतिक्रिया मांगी है। पीठ इस मामले की सुनवाई 12 अक्टूबर को करेगी। न्यायमूर्ति राजन रॉय और न्यायमूर्ति जसप्रीत सिंह की पीठ इस मुद्दे को स्वत: संज्ञान लेते हुए यह आदेश दिया है। आपको बता दे कि , इलाहाबाद हाई कोर्ट की लखनऊ पीठ ने हाथरस की घटना पर बहुत सख्त निर्देश देते हुए हाथरस पुलिस और प्रशासन के कृत्य पर गंभीर चिंता व्यक्त की है। हाई कोर्ट ने इस घटना पर राज्य सरकार से भी प्रतिक्रिया मांगी है। इसके साथ ही प्रमुख सचिव गृह, डीजीपी, एडीजी कानून और व्यवस्था, हाथरस डीएम और एसपी को नोटिस जारी कर उन्हें अगली सुनवाई पर तलब किया गया है।

बता दें कि 14 सितंबर को उत्तर प्रदेश के हाथरस जिले के चंदपा थाना क्षेत्र के एक गांव में 19 वर्षीय लड़की के साथ क्रूरता की गई। इसके बाद पहले उसे अलीगढ़ मुस्लिम विश्वविद्यालय के जवाहरलाल नेहरू मेडिकल कॉलेज में भर्ती कराया गया और सोमवार को दिल्ली के सफदरजंग अस्पताल में शिफ्ट किया गया, जहां पर उसने मंगलवार को दम तोड़ दिया।

मुख्यमंत्री योगी आदित्यनाथ के निर्देश पर हाथरस दुष्कर्म मामले में सचिव गृह भगवान स्वरूप की अध्यक्षता में गठित तीन सदस्यीय एसआइटी जांच कर रही है। एसआइटी पुलिस भूमिका की भी जांच करेगी। एसआइटी में महिला अधिकारी एसपी पूनम भी शामिल हैं। हाथरस की घटना को लेकर खुद प्रधानमंत्री नरेंद्र मोदी ने मुख्यमंत्री से वार्ता कर दोषियों के विरुद्ध कठोर कार्रवाई किए जाने की बात कही थी।

>> फारेंसिक जांच में नहीं हुई दुष्कर्म की पुष्टि 

फारेंसिक लैब में हाथरस की युवती की स्लाइड और कपड़ों की जांच में दुष्कर्म की पुष्टि नहीं हुई है। एडीजी अजय आनंद ने गुरुवार को इसकी पुष्टि करते हुए कहा कि पुलिस इस मामले में आरोपितों के खिलाफ हत्या की धारा के तहत कार्रवाई करेगी। लैब ने रिपोर्ट हाथरस पुलिस को सौंप दी है। उन्होंने बताया कि स्लाइड के साथ युवती के कपड़े जांच के लिए आगरा फारेंसिक लैब भेजे गए थे। दस दिन में रिपोर्ट मांगी गई थी।

>> चीफ जस्टिस को भेजा था पत्र 

बता दें कि हाथरस दुष्कर्म मामले में इलाहाबाद हाई कोर्ट के चीफ जस्टिस को पत्र भेजकर इस समूचे घटनाक्रम की निष्पक्ष जांच कराने की मांग की गयी है। पत्र में विशेष जांच एजेंसी को जांच ट्रांसफर करने की भी मांग की गयी है। अधिवक्ता गौरव द्विवेदी ने मुख्य न्यायाधीश गोविंद माथुर को पत्र भेजकर उनसे प्रार्थना की है कि वह 14 सितंबर को हुए इस दुष्कर्म मामले का स्वत: संज्ञान लेकर युक्ति-युक्त निर्देश जारी करें। पत्र में अधिवक्ता ने लिखा है कि चार लोगों ने दुष्कर्म के बाद गला दबाकर मारने की कोशिश की थी। यह घटना प्रदेश की कानून व्यवस्था की खराब दशा को भी उजागर कर रही है। प्रदेश में कानून का शासन है, जनता के मन में ऐसा विश्वास पैदा करने के लिए आवश्यक है। इस दुष्कर्म मामले की जांच किसी निष्पक्ष एजेंसी से कराई जाए, ताकि समूचे घटना की सही जांच हो सके।

>> देर रात हुआ था मृतका का अंतिम संस्कार

बता दें कि मंगलवार को हाथरस की दलित युवती की इलाज के दौरान दिल्ली के एक अस्पातल में मौत हो गई थी। इसके बाद पुलिस की मौजूदगी में परिजन युवती का शव लेकर हाथरस पहुंचे। यहां पर देर रात में युवती का अंतिम संस्कार कर दिया गया। आरोप है कि परिजनों की गैरमौजूदगी में पुलिस का पहरा लगाकर रात में ही प्रशासन ने अंतिम संस्कार कर दिया। परिजनों को पीड़िता के शव को आखिरी बार घर तक ले जाने की इजाजत भी नहीं दी गई।

इस मामले को लेकर उत्तर प्रदेश की योगी सरकार विपक्ष के निशाने पर है। आज कांग्रेस के पूर्व अध्यक्ष राहुल गांधी, महासचिव प्रियंका गांधी और पार्टी के अन्य नेता पीड़ित परिवार से मिलने जा रहे थे, जिन्हें पुलिस ने रोक दिया। इस पर भी वे नहीं माने तो उन्हें हिरासत में ले लिया गया। इस दौरान राहुल गांधी ने आरोप लगाया कि पुलिस ने मारा है।

लखनऊ। उत्तर प्रदेश में योगी सरकार मान्यता प्राप्त पत्रकारों को हेल्थ इंश्योरेंस देने जा रही है। सरकार ने मान्यता प्राप्त पत्रकारों के लिए 5 लाख रुपये स्वास्थ्य बीमा देने की घोषणा की है। इसके अलावा कोरोना से मौत होने पर मान्यता प्राप्त पत्रकारों के परिवार को 10 लाख रुपये आर्थिक मदद दी जाएगी।

उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने घोषणा की है कि यूपी में मान्यता प्राप्त पत्रकारों का 5 लाख रुपये तक स्वास्थ्य बीमा किया जाएगा। इस बीमा की रकम यूपी सरकार देगी। इसके अलावा अगर किसी भी मान्यता प्राप्त पत्रकार का कोरोना से निधन होगा तो उसके परिवार को दस लाख रुपये आर्थिक सहायता सरकार की तरफ से दी जाएगी।

पंडित दीन दयाल उपाध्याय सूचना परिसर का किया उदघाटन

मुख्यमंत्री ने यह घोषणा राजधानी में नवनिर्मित पंडित दीन दयाल उपाध्याय सूचना परिसर भवन के उद्घाटन के दौरान कीं। उन्होंने कहा कि सूचना विभाग शासन और प्रशासन के कार्यों को मीडिया तक पहुंचाने के लिए एक सेतु का काम करता है। किसी भी सरकार के कार्यों का आम जनमानस तक पहुंचाने का एक सशक्त माध्यम सूचना एवं जनसंपर्क कार्यालय होता है।

‘मीडिया की भूमिका को नकारा नहीं जा सकता’

शासन का काम योजनाएं बनाना होता है प्रशासन उसे विभिन्न माध्यमों से आम जन तक पहुंचाता है, लेकिन जनता, शासन और प्रशासन के बीच में एक महत्तवपूर्ण सेतु के रूप में मीडिया की भूमिका को नकारा नहीं जा सकता। उन्होंने कहा कि प्रदेश के मान्यता प्राप्त पत्रकारों को राज्य सरकार प्रतिवर्ष पांच लाख रुपये का स्वास्थ्य बीमा कवर देगी, इसके अलावा कोरोना वायरस संक्रमण से किसी पत्रकार की मृत्यु होने पर उसके परिजन को दस लाख रुपये की आर्थिक सहायता दे जाएगी।

यूपी सीएम ने कहा कि कोरोना काल में मीडियाकर्मी काम कर रहे है और पत्रकारों को पूरी सुरक्षा और जागरुकता के साथ काम करते हुए संक्रमण से बचना चाहिए।

रोज आ रहे 6 से 7 हजार कोरोना केस

कोरोना वायरस जैसी महामारी से जूझ रहे उत्तर प्रदेश के लिए राहत भरी खबर है। जहां बीते कई दिनों से रोजाना औसतन 6-7 हजार के बीच नए मामले सामने आ रहे थे, वहीं बुधवार को 24 घंटों के दौरान 4674 नए मरीज ही मिले हैं। मृतकों का आंकड़ा भी कम रहा है और 67 मरीजों की मौत हुई है। पिछले 24 घंटों के दौरान 4922 मरीज पूरी तरह संक्रमण से उबर चुके हैं।

उत्तर प्रदेश। प्रतापगढ़ जिले में अतिरिक्त एसडीएम विनीत कुमार उपाध्याय को निलंबित कर दिया गया है। बता दें कि, अतिरिक्त एसडीएम विनीत ने प्रतापगढ़ डीएम और अन्य अधिकारियों पर भ्रष्टाचार का आरोप लगाया था। जिन पर कार्यवाही की मांग को लेकर विनीत परिवार सहित धरने पर बैठ गए थे। इसके बाद डीएम सहित कई अधिकारियों और पुलिस अफसरों ने उन्हें समझाने की कोशिश की लेकिन विनीत नहीं माने। शुक्रवार सुबह अतिरिक्त एसडीएम विनीत प्रतापगढ़ डीएम डॉ रूपेश कुमार, एडीएम वित्त शत्रोहन वैश्य, और लालगंज के पूर्व एसडीएम मोहनलाल गुप्ता पर भ्रष्टाचार का आरोप लगाते हुए डीएम आवास पर परिवार सहित धरने पर बैठ गए। उन्होंने डीएम और एसडीएम शत्रोहन वैश्य पर लालगंज के एक कॉलेज प्रबंधक के फर्जीवाड़े को दबाने का आरोप लगाया। उन्होंने यह भी कहा कि अन्य अधिकारी भ्रष्टाचार कर रहे हैं लेकिन डीएम मामलों की जांच नहीं करवा कर उन्हें दबाने का प्रयास कर रहे हैं। आपको बता दें कि अतिरिक्त एसडीएम के धरने पर बैठे होने की सूचना पर कवरेज के लिए पहुंचे मीडिया कर्मियों को भी डीएम आवास के बाहर ही रोक दिया गया। इसके अलावा धरना शुरू के बाद डीएम आवास को छोड़कर चले गए।

लखनऊ। उत्तर प्रदेश में स्कूल 30 सितम्बर तक नहीं खुलेंगे। उप मुख्यमंत्री डॉ. दिनेश शर्मा ने रविवार को यह जानकारी दी। उन्होंने कहा कि स्कूलों में 50 फीसदी अध्यापक बुलाए जा सकेंगे। केन्द्रीय गाइडलाइन के मुताबिक कक्षा 9 से 12 तक के स्कूल-कॉलेज 21 सितम्बर से खोले जाने थे। मगर राज्य सरकार ने फैसला किया है कि यूपी के हालात अभी ऐसे नहीं है कि स्कूल-कॉलेज खोले जाएं। प्रदेश में बढ़ते संक्रमण को देखते हुए स्कूल खोलना सम्भव नहीं है। इसलिए यह फैसला लेना पड़ा है।

लखनऊ। नमोकंचन सेवा समिति ने शनिवार को हुसैनगंज स्थित बच्चों को इम्युनिटी बूस्टर और चॉकलेट के पैकेट का वितरण किया। समिति की अध्यक्ष कंचन सोलंकी की मौजूदगी में समाजसेविका सैय्यद ज़रीन और सतीश कुमार चतुर्वेदी ने वहां मौजूद लोगों को राहत सामग्री के पैकेट बांटे। बता दे कि लॉक डाउन के बेहद मुश्किल दिनों में नमोकंचन सेवा समिति ने असहाय लोगों को कई महीनों तक खाद्य सामग्री बांटी थी।

लखनऊ। वैश्विक महामारी कोरोना के ख़िलाफ़ बचाव में डॉक्टरों और पैरामेडिकल स्टाफ के लिए खरीदी गई पीपीई किट में हुए घोटाले के विरोध में शनिवार को कांग्रेसी कार्यकर्ताओं ने जीपीओ स्थित गांधी प्रतिमा पर जोरदार प्रदर्शन किया। कांग्रेसी पीपीई किट घोटाले की जांच सीबीआई से कराने की मांग कर रहे थे। प्रदर्शनकारी विधान भवन का घेराव करने के लिए जीपीओ से चलकर आगे बढ़े। तभी मौके पर मौजूद पुलिसकर्मियों ने उन्हें रोकने का प्रयास किया। इस दौरान उग्र हुए कांग्रेसी कार्यकर्ताओं की पुलिस से तीख़ी नोक-झोंक हुई। महानगर कांग्रेस कमेटी अध्यक्ष मुकेश सिंह चौहान के नेतृत्व में प्रदर्शन करते कांग्रेसियों को पुलिस ने खदेड़ दिया।

प्रदर्शन में शामिल थे 400 लोग

प्रदर्शन के दौरान मना करने के बाद भी टस से मस न होने पर पुलिस को मजबूरन कांग्रेसी कार्यकर्ताओं को हिरासत में लेना पड़ा। मुकेश सिंह चौहान ने बताया कि प्रदर्शन में लगभग 400 लोग थे और 120 लोगों ने गिरफ्तारी दी है। सभी को इको गार्डन ले जाया गया है। कोरोना महामारी के प्रोटोकॉल तोड़ते हुए बहुत समय बाद कांग्रेस इतनी बड़ी तादात में शनिवार को सड़क पर दिखी।

कांग्रेस महानगर अध्यक्ष मुकेश सिंह चौहान के नेतृत्व में कई कांग्रेसी प्रदर्शनकारियों ने पीपीई किट भी पहन रखी थी। कांग्रेसी कार्यकर्ताओं ने जीपीओ से हजरतगंज चौराहे तक विरोध प्रदर्शन किया। प्रदर्शनकारियों को हिरासत में लेने के लिए पुलिस को  ताकत लगानी पड़ी। पुलिस और कार्यकर्ताओं के बीच तीखी झड़प भी हुई।  महानगर अध्यक्ष समेत अन्य प्रदर्शनकारियों को हाथ – पैरों से पकड़ कर बस में बिठाना पड़ा।

कांग्रेस महानगर अध्यक्ष मुकेश सिंह चौहान ने कहा कि कोरोना जैसी आपदा में 65 जिलों में पीपीई किट घोटाला हुआ है। किटों को कई गुना दामों में बेचा और खरीदा गया। महानगर अध्य्क्ष मुकेश ने कहा कि हमें एसआईटी जांच पर भरोसा नहीं है।

सीबीआई जांच होनी चाहिए। सीबीआई जांच नहीं हुई तो आगे भी कांग्रेस सड़क पर उतरेगी और प्रदर्शन करेगी। प्रदर्शन के दौरान जिलाध्यक्ष वेद प्रकाश त्रिपाठी, डॉ. सहजाद आलम, डॉ. आरसी उप्रेती, शाहिद अली, मनीष कुमार, मनोज तिवारी, डीपी सिंह समेत बड़ी संख्या में कांग्रेसी कार्यकर्ताओं मौजूद रहे।

लखनऊ। कोरोना वायरस के बढ़ते संक्रमण पर नियंत्रण के लिए लॉकडाउन में तमाम बंदिशों के बाद अब अनलॉक-4.0 में पहले की जैसी स्थिति बहाल हो गई है। दो दिन के टोटल लॉकडाउन को हटाने के बाद मेट्रो तथा अंतरराज्यीय बसों व ट्रेन का संचालन भी शुरू हो गया है। इसके साथ अब दुकानें रात दस बजे तक और बार व रेस्टोरेंट को रात 11 बजे तक खोला जा रहा है।

प्रदेश की राजधानी लखनऊ के साथ ही सब महानगरों में अब पहले की तरह दुकानें रात 10 बजे तक खुल सकेंगी। इसी के साथ ही साथ अब होटल-रेस्टोरेंट और बार रात 11:00 बजे तक अनुमति के आधार पर खोले जा सकेंगे। प्रदेश में कंटेनमेंट जोन में सख्ती पहले की तरह लागू रहेगी।

लखनऊ के डीएम अभिषेक प्रकाश ने बताया कि रविवार की बंदी खत्म होने के साथ ही लॉकडाउन से पूर्व की व्यवस्था लागू हो गई है। शासन की ओर से जारी निर्देशों का हर जगह पूरी तरह से पालन कराया जाएगा। अभी तो फिलहाल साप्ताहिक बाजारों के लिए कोई दिशा निर्देश जारी नहीं हुए हैं। इसी कारण उनको शुरू नहीं किया जाएगा। बाजारों में सुबह से लेकर रात तक दुकानें संचालित होंगी, लेकिन कोविड दिशा निर्देशों का पूरी तरह से पालन करना होगा। मास्क अनिवार्य है। इसके अलावा मॉल व शो रूम में कोविड हेल्प डेस्क रहना जरूरी है। यहां पर आने वाले ग्राहकों की जानकारी दर्ज की जाएगी।

क्विक रेस्पॉन्स टीमों को निर्देश दिया गया है कि वे सार्वजनिक स्थानों पर भ्रमण करें। मल्टीप्लेक्स, सिनेमाहॉल, स्वीमिंग पूल, वाटरपार्क आदि पर रोक फिलहाल जारी रहेगी। माना जा रहा है कि धीरे-धीरे इनको भी खोला जाएगा। सभी जगह पर कोविड प्रोटोकॉल का पालन भी कराया जाएगा।

अभी तक सैनिटाइजेशन के लिए रविवार की बंदी वाली व्यवस्था खत्म कर दी गई है। जिस दिन जहां पर जिस बाजार की बंदी होगी, उसी दिन हर जगह सैनिटाइजेशन का कार्य भी नगर निगम के सहयोग से व्यापार मंडल करवाएंगे।

लखनऊ। सरकारी मशीनरी और सत्ता के चेहरे तो बदले लेकिन किसानों की हालत जस की तस बरक़रार है। करोड़ो रूपये खर्च होने के बावजूद हीलाहवाली और लापरवाही का दौर जारी है। वही इन दिनों नहर विभाग की उदासीनता किसानों की चिंता का कारण बनी हुई है। मलिहाबाद तहसील क्षेत्र के ग्रामीण इलाकों में नहरों में पानी न आने से किसानो का सब्र टूट गया है। किसानों की फसलें सूखने के कगार पर आ गयी है। सिंचाई विभाग की उदासीनता से आहत किसान आमरण अनशन पर सोमवार से बैठ गए है। किसानों का कहना है कि सरकार व संबंधित अधिकारी जब तक हमारी मांगे पूरी नही करते तब तक धरना जारी रहेगा। आपको बता दे कि अन्नदाता कहे जाने वाले किसान अपनी फसलों को सूखता हुआ देख कर बेतहाशा परेशान है। जबकि सरकार द्वारा कहा जा रहा है कि 2022 तक किसानों की आय दोगुनी की जायेगी। हालांकि देश के प्रधानमंत्री व सूबे के मुख्यमंत्री के सपने को खुद उनके ही अधिकारी पलीता लगा रहे है। किसान रामविलास, चंद्रिका साहू व संतोष कुमार मौर्य किसानों की समस्या को लेकर आमरण अनशन पर बैठ गए। इनके साथ आस पास के किसान भी आमरण अनशन में शामिल हो गए है। भदेसर मऊ के किसान संतोष मौर्य ने बताया कि कई बार अधिकारियों को सूचना देने के बाद भी अभी तक नहरों की सफाई नही हुई। आरोप है कि कमीशनखोरी के चलते कागज़ों पर तो साफ़ सफाई दिखाई जा चुकी है लेकिन जमीनी हकीकत में नहरों व माइनरों में जंगल खड़ा हुआ है।

लखनऊ। गाजीपुर पुलिस ने वाहन चोरी करने वाले एक बड़े गिरोह का पर्दाफाश किया है। पकड़े गए सरगना समेत तीन चोरों निशानदेही पर पुलिस ने चोरी की 21 बाइकें और 2 एक्टिवा बरामद की हैं। इनमें से ज्यादातर बाइकें बाराबंकी से बरामद हुई हैं। आरोपितों ने तीन महीने में 30 से अधिक वाहन चोरी करने की बात कुबूल की है। आरोपित अयोध्या के फैजाबाद निवासी अंकुर श्रीवास्तव, उमा शंकर और सुलतानपुर के कूड़ेभार निवासी शिव कुमार जायसवाल है। गिरोह का सरगना अंकुर है।

सीसीटीवी फुटेज से हुई पहचान

एसीपी गाजीपुर योगेश कुमार सिंह के मुताबिक लेखराज मार्केट और पॉलिटेक्निक क्षेत्र से एक हफ्ते में चार बाइकें चोरी होने से पुलिस हैरत में आ गई। बाइक चोरों को पकड़ने के लिए टीम बनाई गई। छानबीन में पुलिस टीम को लेखराज मार्केट में लगे सीसीटीवी कैमरे से अंकुर की फुटेज मिल गई। इसके बाद पॉलिटेक्निक चौराहे से अंकुर और शिव दोनों की फुटेज मिली। फुटेज देख मुखबिर ने शिव को पहचान लिया।

मजबूरी में बना दिया चोर

इंस्पेक्टर गाजीपुर बृजेश सिंह के मुताबिक पकड़े गए आरोपित पेशे से चोर नहीं है। पूछताछ में पता चला कि किसी को पत्नी की बीमारी तो किसी को लॉकडाउन में कारोबार ठप होने के चलते गलत रास्ता पकड़ना पड़ा। पूछताछ में शिव कुमार ने बताया कि जनवरी में उसने कर्ज लेकर इंदिरानगर के हरिहर नगर में एक रेस्टोरेंट खोला था। रेस्टोरेंट खुले दो महीने भी नहीं हुए थे कि कोरोना महामारी की वजह से लॉकडाउन हो गया। कर्जदारों से परेशान शिव बाइक चोर बन गया। वहीं, अंकुर के पिता कृषि विभाग में एक अधिकारी की गाड़ी चलाते हैं। उसने बताया कि 5 साल पहले पत्नी और पिता के बीच हुए झगड़े ने उसे परिवार से दूर कर दिया। लखनऊ आकर उसने टिफिन सर्विस शुरू की। दिसंबर में पत्नी को एक गंभीर बीमारी का पता चला। उसके इलाज के लिए रुपये जुटा ही रहे थे कि लॉकडाउन में सारा काम ठप हो गया।

मंदिर के बाहर हुई मुलाकात

शिव ने पुलिस को बताया कि वह हर शनिवार कमता के सनातन नगर स्थित शिव मंदिर में दीप जलाने जाता था। लॉकडाउन में सभी मंदिर बंद कर दिए गए थे। अप्रैल के शुरू में एक रात वह शिव मंदिर के बाहर दीप जला रहा था। अंकुर वहां पहले से मौजूद था। माचिस मांगने को लेकर दोनों एक-दूसरे से बात करने लगे। इस दौरान अंकुर पत्नी की बीमारी के बारे में बताते हुए रोने लगा। रुपये कमाने की चाह में अंकुर ने गाड़ी चोरी कर बेचने की बात कही तो शिव ने सहमति जताते हुए चोरी की गाड़ी बिकवाने की जिम्मेदारी ले ली। इसके बाद अंकुर ने दोस्त उमा शंकर को भी साथ मिला लिया।

अनजाने में मैकेनिक ने सिखाया लॉक तोड़ना

पूछताछ में अंकुर ने बताया कि वह एक गाड़ी मैकेनिक को भी टिफिन देता था। एक दिन बाइक की चाभी खो गई। अंकुर ने गाड़ी मैकनिक को फोन कर बताया कि बाइक की चाभी नहीं मिल रही खाना लाने में देरी होगी। इस पर मैकेनिक ने उसे फोन पर बाइक का लॉक तोड़ना और डायरेक्ट स्टार्ट करना सिखा दिया। हालांकि मैकेनिक को ये नहीं पता था कि आगे चलकर उसकी ये ट्रिक अंकुर बाइक चोरी करने में इस्तेमाल करेगा।

10 हजार रुपये का इनाम देने की घोषणा

डीसीपी शालिनी ने बताया कि चोरों को पकड़ने वाली टीम में इंस्पेक्टर बृजेश सिंह, एसआई विजय शंकर सिंह, जितेंद्र चौहान, हेड कॉन्स्टेबल नागेंद्र सिंह, सोमल पासवान, कॉन्स्टेबल प्रदीप कुमार और अंकित राठी शामिल हैं। खुलासा करने वाली टीम को पुलिस कमिश्नर सुजीत पांडेय ने 10 हजार रुपये का इनाम देने की घोषणा की है।

लखनऊ। उत्तर प्रदेश में कानून व्यवस्था को लेकर मचे राजनीतिक हंगामे के बीच मुख्यमंत्री योगी आदित्यनाथ ने पुलिस-प्रशासन के वरिष्ठ अधिकारियों को अपराध व अपराधियों के प्रति जीरो टॉलरेंस का संदेश फिर दिया है। त्योहारों पर शांति व्यवस्था बनाए रखने को हुई समीक्षा बैठक में सीएम योगी ने स्पष्ट निर्देश दिए हैं कि जिला और थाना स्तर के टॉप-10 अपराधियों पर कार्रवाई तेज कर दें। साथ ही कहा कि अपराधियों से साठगांठ वाले पुलिसकर्मियों को भी चिह्नित कर कार्रवाई करें।

मुख्यमंत्री योगी आदित्यनाथ ने अपने सरकारी आवास से वीडियो कॉन्फ्रेंसिंग के जरिए मंगलवार देर शाम कानून व्यवस्था की समीक्षा की। उन्होंने मोहर्रम, गणेश उत्सव, अनंत चतुर्दशी जैसे त्योहारों को देखते हुए पुलिस-प्रशासन के अधिकारियों को पूरी सतर्कता बरतने के साथ-साथ सभी आवश्यक सुरक्षा उपाय करने के निर्देश दिए हैं। उन्होंने कहा कि कोविड-19 के चलते सार्वजनिक स्थानों पर धार्मिक व सांस्कृतिक आयोजन व कार्यक्रम की अनुमति नहीं है। ऐसा पाए जाने पर सख्ती से कार्रवाई की जाए।

मुख्यमंत्री योगी आदित्यनाथ ने कहा कि जिले के टॉप टेन व थाना स्तर पर टॉप टेन की सूची में दर्ज अपराधियों पर कानून का डंडा चलना चाहिए। बीट प्रणाली को मजबूत करें। फुट पेट्रोलिंग निरंतर हो। उन्होंने कहा कि अपराध होने पर शस्त्रों के लाइसेंस का निलंबन व जब्ती करें। गो तस्करी, अवैध शराब, समाज के कमजोर वर्गों, अनुसूचित जाति व जनजाति महिलाओं व बालिकाओं के विरुद्ध होने वाले अपराधों पर भी शीघ्रता से कार्रवाई की जाए। उन्होंने एंटी रोमियो स्क्वॉयड को भी पूरी सक्रियता से काम करने के लिए कहा है।

यूरिया की कालाबाजारी करने वालों पर करें कड़ी कार्रवाई

मुख्यमंत्री योगी आदित्यनाथ  ने बाढ़ नियंत्रण व बचाव और राहत कार्यों को लेकर भी दिशा-निर्देश दिए। उन्होंने कहा कि यूरिया की उपलब्धता सुनिश्चित की जाए। इसकी कालाबाजारी व कृत्रिम अभाव पैदा करने वाले लोगों को गिरफ्तार करें। जिला प्रशासन यूरिया की आपूर्ति बनाए रखने की व्यवस्था करे। मुख्य सचिव आरके तिवारी, अपर मुख्य सचिव गृह अवनीश कुमार अवस्थी और पुलिस महानिदेशक हितेश चंद्र अवस्थी ने भी अधिकारियों को जरूरी दिशा-निर्देश दिए।

हरदोई। यूपी में विकास के अनेकों कागजी दावे किए जाते हैं। जनहित की सेवा में सरकारी महकमा जो अधिकांश दावे करता है उनमें से ज्यादातर तो कोरे ही साबित होते है। सरकारी महकमे द्वारा बताया जाता है कि सभी शहरी व ग्रामीण क्षेत्रों में विकास बेहतर ढंग से हो रहा है। लेकिन विकास की हकीकत कुछ और ही है। कंचन उजाला की पडताल में एक सच सामने आया है। जी हां मामला हरदोई जनपद के भरावन विकासखंड के पंवाया गांव का है। जहाँ मूलभूत सुविधाओं का अभाव दशकों से रहा है। जिले का प्रशासन समस्याओं को गंभीरता स्वरूप स्वीकार करने की चेष्टा तक नही करता है। इसबीच निःस्वार्थ भाव से जनसेवाभाव लिए बीरप्रकाश बतौर सेवक के रूप में इनदिनों चर्चा में है। जरूरतमंद लोगों की सेवा और गाँव के विकास के लिए जनता के सच्चे सेवक के रूप में सामने आए बीरप्रकाश सिंह उर्फ़ बीरु ने गाँव के गरीब लोगों के परिवार के साथ जनहित के प्रति ख़ासा सहयोग दिया है। वह जरूरतमंद लोगों की समस्याओं पर सक्रिय होकर रात- दिन बराबर जनसेवा में लगे रहते है। वो चाहे गाँव की विद्युत व्यवस्था में प्रमुख सहयोग हो,विधवा पेंशन, स्वच्छता व किसानों को उनका हक दिलाने के लिए गांव सहित तमाम जगह क्षेत्र में तत्पर रहते हैं। बीरप्रकाश सिंह का सपना है कि, हमारे गाँव में डिजिटल व्यवस्था हो गांव में अच्छी सडक होने के साथ एक राजकीय इण्टर कालेज बने जिसमें बच्चों को क्रीड़ा व्यवस्था के अनुरूप उन्हें बेहतर शिक्षा दी जाये। इसके साथ ही वह किसानों के प्रति भी समर्पित रहते है। यही कारण है कि पंवाया गांव के सर्वांगीण विकास की अलख जलाने के लिए बीरप्रकाश सिंह बीरु का जनसेवा करना ही प्रमुख उद्देश्य है।

लखनऊ। कांग्रेस प्रदेश अध्यक्ष अजय कुमार लल्लू ने एकबार फ़िर सरकार पर निशाना साधा है। लल्लू ने सरकार द्वारा विधानसभा में 27 विधेयक लाने और बिना चर्चा के ही स्वीकृत कराने को लोकतंत्र के लिए काला दिन और संविधान की हत्या करार दिया है। उन्होने कहा कि यूपी की तीन दिवसीय विधानसभा सत्र के दौरान योगी सरकार ने दो दिन तो कण्डोलेन्स और एक दिन में 2 घण्टे में ही सदन को समाप्त कर दिया।

कांग्रेस ने सरकारी इंतजाम पर उठाया सवाल

यूपी प्रदेश कांग्रेस अध्यक्ष ने यूपी सरकार को आड़े हाथो लेते हुए कहा कि पूरा प्रदेश कोरोना महामारी के संकट को झेल रहा है। दो-दो मंत्रियों की इस गंभीर बीमारी से मृत्यु हो गयी। बाढ़ की विभीषिका को पूरा प्रदेश झेल रहा है। बंधों की सुरक्षा का कोई पुख्ता इंतजाम नहीं है। व्यापक जन-धन की हानि हो रही है। कानून- व्यवस्था प्रदेश सरकार के लिए चुनौती बना हुआ है। महिलाओं की अस्मत सुरक्षित नहीं है। फिरौती, हत्या और बलात्कार योगी सरकार में इस प्रदेश की पहचान बन गया है।

अभिव्यक्ति की आज़ादी पर हमला- लल्लू

अजय कुमार लल्लू ने कहा कि जिस तरह यह सरकार राजनीतिक प्रतिद्वंदिता के चलते विपक्षी दलों की आलोचना कर रही है। तमाम पत्रकारों को, डाॅ0 कफील खान जैसे समाजसेवी तथा तमाम राजनीतिक लेागों पर फर्जी मुकदमा लादकर जेल भेजने का काम कर रही है, यह सरासर अभिव्यक्ति की आजादी पर हमला कर रही है।

बेरोज़गारी पर भी किया सवाल

उन्होने कहा कि गन्ना किसानों के बकाये गन्ने मूल्य का भुगतान नहीं हुआ। बुन्देलखण्ड में किसान आत्महत्या कर रहे हैं। प्रदेश में 69 हजार शिक्षक भर्ती में एमआरसी लागू करके दलित, पिछड़ों के अधिकार को छीनने का काम योगी सरकार कर रही है। नौजवानों के सामने रोजगार का संकट है। बेरोजगारी दर इस कदर बढ़ी है कि इस सरकार में 45 साल का रिकार्ड तोड़ दिया है। इसके साथ ही अजय कुमार लल्लू ने कहा कि डीएचएफएल घोटाला, पंचायती राज ग्रान्ट घोटाला, सहकारिता घोटाला, बिजली के मीटर का घोटाला, यूरिया की कालाबाजारी आदि इन तमाम विषयों पर हम सदन में चर्चा करना चाहते थे, पर इस सरकार ने 2 घंटे सदन को चलाकर बन्द कर दिया। यह यूपी की 23 करोड़ जनता की जनभावनाओं की आशा और आकांक्षा के खिलाफ है। सरकार ने यूपी के तमाम विषयों, मुद्दों से मुंहमोड़ तानाशाही की सारी सीमाओं को पार दिया है। कांग्रेस पार्टी ने इन मुद्दों को लेकर विधानसभा के अंदर धरना दिया और विधानसभा के बाहर भी धरना दिया। वही प्रदेश कांग्रेस अध्यक्ष ने कहा कि कांग्रेस पार्टी इन विषयों, मुद्दों को लेकर सड़क से लेकर सदन तक आगे भी संघर्ष जारी रखेगी।

लखनऊ। मोहनलालगंज ,मलिहाबाद व माल क्षेत्र के हजारों किसान अपनी फसलों के पैदावार बढ़ाने को लेकर काफी चिंतित हैं। लखनऊ जनपद के ग्रामीण क्षेत्रों में मृदा परीक्षण लैब के सदस्य किसानों के खेत के सैंपल लेने आते हैं, परन्तु उसमें मौजूद उर्वरक क्षमता व गुणवत्ता के बारे में जानकारी नहीं उपलब्ध कराई जाती है। मलिहाबाद फलपट्टी क्षेत्र व अन्य जगह गेहूं व धान की खेती करने वाले कृषक अपनी विभिन्न फसलों को लेकर हद से ज्यादा चिंतित हैं। वहीं दूसरी तरफ कृषक वर्ग को अपनी खेती पर फसल के अनुपात में कीटनाशक का छिडकाव अधिक मात्रा में हो रहा है। जिससे पैसों की अधिक बर्बादी हो रही है। लखनऊ में काकोरी के कई हिस्सों में आम के साथ हरी सब्जी की खेती भी होती है। जबकि माल मलिहाबाद सिर्फ फलपट्टी तो मोहनलालगंज गेहूं और धान की फसल के लिए मशहूर है। इन सभी इलाकों में वैज्ञानिक आधार द्वारा कीटनाशक दुकानों का जाल बिछा है। फसलों के कीटनाशक फसली कीट के आगे शून्य। तो वहीं मृदा परीक्षण लैब में पडी हजारों खेतों के शैंपल सिर्फ मिट्टी बनकर रह गए। आखिरकार सवाल यह खडा होता है कृषि प्रधान देश में मिट्टी की गुणवत्ता के विषय में प्रशासन इतना लापरवाह क्यों। अन्नदाता देश की उर्जा का आधार। बावजूद प्रशासन की उदासीन स्थिति वाली शिथिलता जस की तस जारी है।

नौकरी। उत्तर प्रदेश पुलिस विभाग में सरकारी नौकरी की राह देख रहे युवाओं के लिए बड़ी खुशखबरी है। पुलिस, दमकल और कारागार विभाग में जल्द बंपर भर्तियों की तैयारी है। उत्तर प्रदेश पुलिस भर्ती एवं प्रोन्नति बोर्ड करीब 16,668 पदों पर भर्ती परीक्षा कराने की तैयारी में जुटा है। दारोगा (सब इंस्टेक्टर) और समकक्ष पदों के लिए प्रस्तावित भर्ती में करीब तीन हजार पद भी बढ़ाए गए हैं। पूर्व में 6130 पदों पर भर्ती होनी थी, लेकिन अब दारोगा के 9534 पदों पर भर्ती की तैयारी है, जिसमें पीएसी प्लाटून कमांडर के 484 व फायर स्टेशन ऑफिसर (एफएसओ) के पद भी शामिल हैं।

उत्तर प्रदेश पुलिस भर्ती एवं प्रोन्नति बोर्ड दिसंबर और जनवरी माह में दारोगा समेत विभिन्न पदों पर भर्ती की परीक्षा कराने की तैयारी कर रहा है। हालांकि आने वाले दिनों में कोरोना संक्रमण की रफ्तार भी काफी मायने रखेगी। डीजी भर्ती बोर्ड आरके विश्वकर्मा ने बताया कि दारोगा भर्ती के पूर्व अधियाचन में उपनिरीक्षक नागरिक पुलिस के करीब तीन हजार पद बढ़ा दिए गए हैं। पूर्व में 6130 पदों पर भर्ती होनी थी, लेकिन अब दारोगा के 9534 पदों पर भर्ती की तैयारी है, जिसमें पीएसी प्लाटून कमांडर के 484 व फायर स्टेशन ऑफिसर (एफएसओ) के पद भी शामिल हैं।

इसके अलावा पुलिस में एसआई, मिनिस्टीरियल और स्टैनो के 1329 पदों पर भर्ती प्रस्तावित है। कारागार सेवा में बंदी रक्षक के 3638 पदों पर भर्ती होनी है, जिसमें महिला बंदी रक्षक के 626 पद शामिल हैं। इसी तरह फायरमैन के 2065 व आरक्षी घुड़सवार पुलिस के 102 पदों पर भी भर्ती होनी है। भर्ती बोर्ड ने दारोगा व अन्य पदों पर भर्ती परीक्षा कराने के लिए टेंडर आमंत्रित करने की प्रक्रिया शुरू कर दी है।

डीजी भर्ती बोर्ड आरके विश्वकर्मा का कहना है कि दिसंबर के अंतिम सप्ताह से जनवरी 2021 के दूसरे सप्ताह के बीच परीक्षाएं संचालित कराने की तैयारी है। दारोगा भर्ती की लिखित परीक्षा करीब 29 पारियों में कराई जाएगी। भर्ती बोर्ड का अनुमान है कि अगले दो माह में कोरोना संक्रमण की रफ्तार थमने के बाद भर्ती प्रक्रिया को तेजी से आगे बढ़ाया जाना संभव हो सकेगा।

नई दिल्ली। दो बार के विश्व कप विजेता और भारत के सबसे सफल कप्तानों में से एक महेंद सिंह धोनी ने 74वें स्वतंत्रता दिवस के दिन शनिवार को अंतरराष्ट्रीय क्रिकेट से संन्यास लेने का एलान कर दिया। धोनी के संन्यास का एलान करने के कुछ देर बाद ही उनके साथी खिलाड़ी रहे सुरेश रैना ने भी अंतर्राष्ट्रीय क्रिकेट से संन्यास लेने की घोषणा कर दी। भारत के सबसे सफल विकेटकीपर बल्लेबाज धोनी ने इंस्टाग्राम पोस्ट पर यह एलान करते हुए कहा, “मेरे करियर में आप सबके प्यार और सहयोग का बहुत-बहुत शुक्रिया। आज शाम 7 बजकर 29 मिनट से आप मुझे रिटायर समझें।” धोनी टेस्ट क्रिकेट से पहले ही संन्यास ले चुके थे और पिछले साल इंग्लैंड में हुए वनडे विश्व कप के सेमीफाइनल में न्यूजीलैंड के हाथों भारत की हार के बाद उन्होंने कोई मैच नहीं खेला था। भारतीय क्रिकेट कंट्रोल बोर्ड (बीसीसीआई) के अध्यक्ष सौरभ गांगुली और अंतर्राष्ट्रीय क्रिकेट परिषद (आईसीसी) ने धोनी को अपनी शुभकामनाएं दी हैं।

वही धोनी के आईपीएल के 13वें संस्करण में खेलने की उम्मीद है जिसके लिए वह रांची से चेन्नई पहुंच चुके हैं। चेन्नई में रविवार से चेन्नई सुपरकिंग्स का छह दिन कंडीशनिंग शिविर लगना है। तीन बार के आईपीएल विजेता धोनी चेन्नई टीम के कप्तान हैं। धोनी ने चेन्नई आने से पहले अपने गृहनगर रांची में कोरोना टेस्ट कराया था जिसकी रिपोर्ट नेगेटिव आने के बाद वह शुक्रवार को चेन्नई के लिए रवाना हुए थे।

2007 में अपनी कप्तानी में पहला टी-20 विश्व कप जीतने वाले धोनी ने भारत को 28 साल के लम्बे अंतराल के बाद 2011 में एकदिवसीय विश्व चैंपियन बनाया था। भारत ने उनकी कप्तानी में आईसीसी चैंपियंस ट्रॉफी भी जीती है और टीम इंडिया उनकी कप्तानी में टेस्ट रैंकिंग में नंबर एक भी बनी थी और 600 दिनों तक नंबर एक रही थी। वह आईसीसी की तीनों ट्रॉफी जीतने वाले एकमात्र कप्तान हैं।

इंग्लैंड में पिछले साल हुए वनडे विश्व कप के बाद से ही लगातार धोनी के संन्यास की अटकलें चलती रही थीं लेकिन धोनी ने इन अटकलों पर कभी प्रतिक्रिया व्यक्त नहीं की थी और इस मुद्दे पर लगातार खामोश रहे थे। पिछले महीने सात जुलाई को 39 वर्ष के हुए धोनी ने अपने संन्यास का एलान करने के लिए स्वतंत्रता दिवस का दिन चुना और इंस्टाग्राम पर पोस्ट डालकर सबको चौंका दिया। माही के नाम से मशहूर धोनी ने मार्च में अपनी टीम चेन्नई सुपर किंग्स के साथ आईपीएल की तैयारियां भी शुरू कर दी थीं लेकिन पहले लॉकडाउन के कारण चेन्नई ने अपना शिविर बंद किया और माही अपने गृहनगर रांची लौट गए थे। आईपीएल के अनिश्चितकाल के लिए स्थगित हो जाने के कारण धोनी के संन्यास को लगातार अटकलें लग रही हैं लेकिन धोनी ने इस मामले में गहन चुप्पी साध रखी थी। आईपीएल का 19 सितम्बर से 10 नवम्बर तक संयुक्त अरब अमीरात में आयोजन होना है और आईपीएल की तैयारियां शुरू होने से पहले ही धोनी ने एलान कर दिया कि अब से उन्हें रिटायर माना जाए। 23 वर्ष की आयु में भारतीय क्रिकेट टीम के लिये पदार्पण करने वाले धोनी आईसीसी की तीनों विश्व प्रतियोगिताएं जीतने वाले दुनिया के एकमात्र कप्तान हैं और भारतीय क्रिकेट को नयी ऊंचाइयों पर ले जाने का श्रेय उन्हें जाता है। धोनी ने 2014 में ऑस्ट्रेलिया दौरे में मेलबोर्न टेस्ट के बाद टेस्ट क्रिकेट से संन्यास ले लिया था और जनवरी 2017 में उन्होंने विराट कोहली को वनडे और टी-20 की कप्तानी सौंप दी थी।
दुनिया के सर्वश्रेष्ठ फिनिशर माने जाने वाले और खिलाड़ियों के दिमाग को पढ़कर उसे क्रिकेट के खेल में इस्तेमाल करने की अनोखी ताकत रखने वाले धोनी का जन्म 7 जुलाई 1981 को झारखंड (तब बिहार) के रांची में हुआ था। धोनी झारखंड से निकलकर टीम इंडिया में जगह बनाने वाले पहले खिलाड़ी थे।

• माही के जीवन से जुड़े संघर्ष

एक निम्न मध्यमवर्गी परिवार में जन्मे धोनी को बचपन से क्रिकेट के बजाय फुटबॉल खेलना पसंद था। धोनी को फुटबॉल टीम में एक गोलकीपर के तौर पर खेलते देख उस समय के उनके कोच ने उन्हें क्रिकेट में एक विकेटकीपर के तौर पर खेलने की सलाह दी। यहीं से माही का खेल बदला। बिहार के लिये रणजी खेलने के बाद उन्हें रेलवे की तरफ से भी खेलने का मौका मिला। रेलवे ने उनके शानदार खेल को देखते हुए नौकरी ऑफर की। धोनी ने परिवार की जिम्मेदारियों का निर्वाह करने के लिये बंगाल के खड़गपुर रेलवे स्टेशन पर टिकट कलेक्टर की नौकरी स्वीकार कर ली। लेकिन धोनी की किस्मत में ‘क्रिकेट का बादशाह’ बनना लिखा था, अंततः एक दिन वह नौकरी छोड़कर वापस खेल के मैदान की ओर लौट आए। धोनी का यह फैसला उनके जीवन का सबसे बड़ा टर्निंग पॉइंट साबित हुआ। इसके बाद धोनी को जिम्‍बाब्‍वे और केन्‍या के दौरे पर इंडिया ए टीम में पहली बार जगह मिली। धोनी ने इस अवसर का भरपूर फायदा उठाया और सात मैचों में 362 रन बनाए। धोनी ने इस दौरान विकेटकीपिंग में भी हाथ अजमाते हुए सात कैच लपके और चार स्‍टंपिंग भी की। उस समय टीम इंडिया को एक ऐसे विकेटकीपर की तलाश थी जो निचले क्रम में बल्लेबाजी भी कर सके। धोनी के इस प्रदर्शन ने तत्कालीन कप्तान सौरभ गांगुली को आकर्षित किया और इस तरह वर्ष 2004 में धोनी को अंतर्राष्ट्रीय क्रिकेट खेलने का मौका मिला। बंगलादेश के खिलाफ अपना पहला अंतर्राष्ट्रीय मैच खेलने वाले धोनी शुरुआती मैचों में कुछ खास कमाल नहीं दिखा पाये लेकिन टीम प्रबंधन ने उन पर भरोसा दिखाते हुए पाकिस्तान के खिलाफ अगली सीरीज में फिर मौका दिया। उन्होंने विशाखापत्‍तनम में पाकिस्तान के खिलाफ खेले गये अपने करियर के पांचवे मैच में 123 गेंदों पर 148 रन की विस्फोटक पारी खेली और इस पारी ने धोनी के करियर को एक झटके में आसमान पर पहुंचा दिया। उन दिनों धोनी की बल्लेबाजी और उनके लंबे बाल भी देश-दुनिया में चर्चा का विषय रहे। उस समय उनके हेयर स्टाइल के दीवाने पाकिस्तान के तत्कालीन राष्ट्रपति परवेज मुशर्रफ़ भी थे। उन्होंने एक सम्मान समारोह में धोनी के बालों की खुल कर चर्चा की। तीन साल के भीतर धोनी को टी-20 और वनडे का कप्तान नियुक्त कर दिया गया। उन्होंने अपनी कप्तानी में 2007 में दक्षिण अफ्रीका में हुए टी-20 विश्वकप टूर्नामेंट को जीत कर अपनी काबिलियत का लोहा मनवाया। इसके बाद धोनी को 2008 में टेस्ट कप्तानी सौंपी गई। इसके बाद उनकी कप्तानी में टीम ने ऑस्ट्रेलिया, न्यूजीलैंड और इंग्लैंड के खिलाफ सीरीज में जीत हासिल की और दिसंबर 2009 में पहली बार भारत टेस्ट क्रिकेट इतिहास में नंबर-1 रैंकिंग पर काबिज हुआ। इसके बाद वर्ष 2011 विश्वकप के फाइनल में उन्होंने श्रीलंका के खिलाफ नाबाद 91 रनों की ऐतिहासिक पारी खेलकर भारत को 28 वर्षों बाद विश्व कप खिताब दिलाया। फाइनल में धोनी के लगाये ऐतिहासिक विजयी छक्के की तारीफ केवल उनके प्रशंसको ने ही नहीं बल्कि कई क्रिकेट दिग्गजों ने भी की। उनकी तारीफ में भारत के क्रिकेट दिग्गज सुनील गावस्कर ने कहा था, “मैं मरने से पहले विश्वकप फाइनल 2011 में धोनी का आखिरी छक्का देखना चाहूंगा।” उन्होंने वर्ष 2013 में इंग्लैंड को उसके मैदान पर हराकर आईसीसी चैम्पियंस ट्रॉफी भी जीती। माही का करियर 16 साल तक चला। धोनी ने भारत के लिए अब तक सबसे अधिक 200 वनडे में कप्तानी की है जिसमें टीम को 110 मैचों में जीत हासिल हुई है। उन्होंने 350 वनडे मैचों में 50.57 के औसत से 10773 रन बनाए, जिसमें 10शतक और 73 अर्धशतक शामिल हैं। इस दौरान उन्होंने विकेट के पीछे 444 शिकार किये हैं। उन्होंने वनडे में 229 छक्के मारे हैं जो एक भारतीय रिकॉर्ड है। धोनी ने 90 टेस्ट मैचों में 38.09 के औसत से 4876 रन बनाए जिसमें 6 शतक और 33 अर्धशतक शामिल हैं। टेस्ट मैचों में उन्होंने विकेट के पीछे 294 शिकार किए। उनका आखिरी वनडे माही का 350वां वनडे था जिसमें उन्होंने न्यूजीलैंड के खिलाफ 72 गेंदों में 50 रन बनाये थे और मामूली अंतर से रन आउट हुए थे। यह उनकी आखिरी अंतर्राष्ट्रीय पारी थी। उन्होंने अंतर्राष्ट्रीय क्रिकेट में विकेट के पीछे कुल 829 शिकार किये जिसमें 634 कैच और 195 स्टंपिंग शामिल हैं। माही ने अंतर्राष्ट्रीय क्रिकेट के अलावा आईपीएल में कुछ ऐसे रिकॉर्ड बनाये हैं जिन्हें तोड़ना किसी भी खिलाड़ी के लिए बेहद कठिन होगा। वह आईपीएल में सबसे ज्यादा नौ बार फाइनल खेलने वाले अकेले खिलाड़ी हैं। इस दौरान उन्होंने अपनी टीम चेन्नई सुपर किंग्स को तीन बार खिताबी जीत दर्ज करायी। महेंद्र सिंह धोनी के 15 अगस्त को संन्यास लेने की घोषणा के बाद भारतीय क्रिकेटर और चेन्नई सुपर किंग्स में उनके साथी खिलाड़ी सुरेश रैना ने भी अंतरराष्ट्रीय क्रिकेट से संन्यास लेने की घोषणा कर दी। बाएं हाथ के बल्लेबाज रैना ने सोशल मीडिया के जरिए अपने संन्यास की घोषणा की है। धोनी के संन्यास के एलान के तुरंत बाद ही रैना ने अपने सोशल मीडिया पोस्ट पर लिखा कि वह भी धोनी की इस यात्रा में शामिल हो रहे है। रैना ने अपने इंस्टाग्राम अकाउंट पर एक तस्वीर शेयर की है और इस तस्वीर के साथ उन्होंने लिखा, “माही आपके साथ खेलना अच्छा था। पूरे दिल से, गर्व के साथ, मैं आपकी इस यात्रा में शामिल होना चाहता हूं। थैंक यू इंडिया। जय हिन्द।” रैना भारतीय टीम से लंबे समय से बाहर चल रहे थे। उन्‍होंने 17 जुलाई 2018 को इंग्‍लैंड के खिलाफ लीड्स में खेले गए एकदिवसीय मैच के बाद से कोई अंतर्राष्ट्रीय मैच नहीं खेला था। उनका जन्म 27 नवंबर 1986 को उत्तर प्रदेश के गाजियाबाद जिले के मुरादनगर में हुआ था। भारत के सर्वश्रेष्‍ठ क्षेत्ररक्षकों में से एक माने जाने वाले रैना ने 30 जुलाई 2005 को श्रीलंका के खिलाफ एकदिवसीय मैच से अपने अंतर्राष्ट्रीय क्रिकेट की शुरुआत की थी।

बता दें कि अधिकतर लोगों को इस बात का अंदाजा था कि महेंद्र सिंह धोनी किसी भी वक्त क्रिकेट से रिटायरमेंट ले सकते हैं। मगर किसी ने ये नहीं सोचा था कि सुरेश रैना भी धोनी के साथ ही रिटायरमेंट ले लेंगे। हालांकि दोनों खिलाड़ी आगामी आइपीएल टुर्नामेंट में एक साथ चेन्नई सुपर किंग्स टीम के लिए खेलते नजर आएंगे। बता दें कि, अंतराष्ट्रीय स्तर पर भी कई बार ऐसे मौके रहे हैं जब दोनों खिलाड़ी ने एक साथ टीम की डूबती नैया को पार लगाया और मैच जिताऊ साझेदारी की। दोनों ही खिलाड़ियों को क्रिकेट प्रशंसक काफी मिस करेंगे।

उत्तर प्रदेश। पिछले 24 घंटों के दौरान कोरोना संक्रमण के 4603 नये मामले सामने आये हैं, जबकि इस दौरान 4125 पुराने मरीज स्वस्थ होकर डिस्चार्ज हो गए। स्वास्थ्य विभाग के सूत्रों ने गुरूवार को बताया कि यूपी में पिछले 24 घंटे में अलग- अलग इलाकों में कोरोना संक्रमित 50 मरीजों की मौत हो गयी है। हालांकि जिसे मिलाकर कोरोना से मरने वालों की अबतक संख्या बढ कर 2280 हो चुकी है। राज्य में अब तक 88786 मरीजों ने कोरोना से जंग जीती है। तो वहीं हाेम आइसोलेशन और अस्पताल में भर्ती तकरीबन 49709 मरीजों का इलाज किया जा रहा है। हालांकि पिछले 24 घंटे में लखनऊ में सबसे अधिक 621 मरीज मिले है। कुल मिलाकर यहां कोरोना संक्रमितों की संख्या अब 7039 हो चुकी है। इस दौरान 14 मरीज काल कवलित हो गये। राजधानी मेें अब तक मिले कुल मरीजाें में 8103 ने कोरोना की जंग जीती है, हालांकि 182 मरीजों की जान नहीं बचायी जा सकी।

आपको बता दे कि, कानपुर में अब तक मिले कुल मरीजों में 287 की मौत हो चुकी है। जबकि 4836 स्वस्थ हुये है। लेकिन अभी भी 4307 मरीजों का उपचार किया जा रहा है।

बरेली में 1839 और अलीगढ में 1191 मरीजों का इलाज जारी है। वही सिद्धार्थनगर में गुरुवार को 61 और नए कोरोना संक्रमितों के मिलने के बाद जिले में इनकी संख्या बढ़कर 1378 हो गई है। आधिकारिक सूत्रों ने बताया कि आज प्राप्त जांच रिपोर्ट में 61 नये कोरोना संक्रमितों की पुष्टि हुई। नये संक्रमितों में 28 सदर, 23 शोहरतगढ़ ,एक बांसी,सात इटावा और 12 डुमरियागंज तहसील इलाके के रहने वाले हैं। संक्रमितों में 12 पुलिसकर्मी और 10 स्वास्थ्य कर्मी शामिल हैं| उन्होंने बताया कि जिले में 1422 संक्रमितों में से 14 की इलाज के दौरान मृत्यु हो गई जबकि 824 ठीक हो चुके हैं। जिले में अभी 584 कोरोना एक्टिव हैं,जिनका जिला मुख्यालय के अलावा बस्ती ,गोरखपुर और लखनऊ के कोविड-19 अस्पतालों में इलाज चल रहा है। सूत्रों ने बताया कि अब तक 40951 नमूनों की जांच हो चुकी है जबकि 1597 की जांच आना बाकी है। मथुरा में कोरोना संक्रमण लगातार बढ़ रहा है और 67 संक्रमितों के मिलने के बाद जिले में इनकी संख्या बढ़कर अब 1353 हो गई है।, जिसमें 22 पुलिसकर्मी शामिल हैं। जिलाधिकारी सर्वज्ञ राम मिश्र ने प्रत्येक ब्रजवासी से कहा है कि वे अपने घर के युवाओं को मजबूरी में ही घर से बाहर भेजें। उन्होंने यह भी कहा है कि वे यह भी देखें कि यदि युवा घर से बाहर निकल रहे हैं तो मास्क पहनकर निकले तथा हर हालत में सामाजिक दूरी बनाए रखें। जिला स्वास्थ्य सूचना एवं शिक्षा अधिकारी जितेन्द्र सिंह ने बताया कि बुधवार रात से गुरूवार रात के बीच प्राप्त जांच रिपोर्ट में 67 नये संक्रमित मिले। इनमें 47 संक्रमित 40 वर्ष से तक की आयु के हैं । जहां दस संक्रमित पुलिसकर्मी महिला थाना से हैं वहीं 12 हाईवे थाने के हैं। कोरोना इस्काॅन वृन्दावन में भी प्रवेश कर गया है तथा वहां से एक व्यक्ति कोरोना पाजिटिव मिला है। उन्होंने बताया कि जिले के विभिन्न भागों में संक्रमण के फैलने की रफ्तार जारी है तथा आज की रिपोर्ट में 25 महिलाएं भी हैं । रिपोर्ट के अनुसार 14 संक्रमित स्वस्थ भी हो चुके है जिससे संक्रमण से स्वस्थ होने वालों की संख्या बढ़कर अब 877 हो गई है। मणिराम छावनी अयोध्या के महन्त एवं श्रीकृष्ण जन्मस्थान न्यास के अध्यक्ष महन्त नृत्य गोपाल दास के कोरोना से संक्रमित होने के कारण उन्हें मेदान्ता अस्पताल गुड़गांव में भर्ती कराया गया है। श्री सिंह का कहना है कि अब तक लिये गए 41834 जांच के नमूनों में 39312 नमूने निगेटिव पाए गए है जबकि 390 नमूनो की रिपोर्ट लम्बित है। जिले में अभी कोरोना एक्टिव मामले 438 हैं। जिले में अभी तक 38 संक्रमितों की मृत्यु हो चुकी है। जौनपुर में कोरोना संक्रमण अभी थम नहीं रहा है और गुरुवार को भी 35 और नये मामले मिलने के बाद जिले में इनकी संख्या बढ़कर 2920 हो गयी है । जिलाधिकारी दिनेश कुमार सिंह ने यहां बताया कि आज प्राप्त जांच रिपोर्ट में 35 लोगों में कोरोना संक्रमण की पुष्टि हुई है। उन्होंने बताया कि राहत की बात यह है कि 2920 में से अब तक 2249 मरीज ठीक हो चुके हैं और अब तक 38 मरीजों की मृत्यु हो चुकी है। उन्होंने बताया कि जिले में अभी 633 कोरोना संक्रमित मरीजों का इलाज विभिन्न अस्पतालों में चल रहा है । उन्होंने बताया कि आज 1307 सैंपल किए गए। अब तक 58778 सैंपल लिए जा चुके हैं जिसमें 54659 की रिपोर्ट मिली। वही 4119 की जांच आना शेष है।

Poet of Shareek-e-Harf Khalid Jamal

Once a gentelman ask Faiz Ahmad Faiz that what good qualities should a poet posses to be an excellent poet, then he replied that first of all he should be a very good carpenter and this quality of being good carpenter is god gifted and every one cannot have this art.

A part from this some other qualities a poet should Have ,like he should Have poetic essence in him and how much foresighted he is ?how kind hearted he is for human being? If a poet keeps himself limited to
his soul then his poetry will not have multi dimensional angles and universal impact . in my words a poet should have three fold personality . firstly ,he should be able to see and experience within him, then he should feel the incidents around him and finally he should able to feel and conceive the cultural and social, political
changes at global level and express in his poetry, for an eminent poet, it is not only essential to be a good thinker of present , past but he should have immense and extensive imagination of future .

In view of above, if we think of urdu poet Khalid Jamal ,then it becomes clear that he is a poet of our present age and his urdu ghazals are the expressions of his deep overlay thoughts which can be related to the socio political and psychological scenario of new generation and depicts the real picture of present society .

After going through the poetry of Khalid Jamal I got him to be very impressive and full of unique thoughts and new ideas of expressions. Hence I decided to include a write up on his introduction and poetry
in my upcoming book “shoraay e banaras”, which are based on introduction of numerous urdu poets of Uttar Pardesh.

On September 11, 1948, when Qaid-i-Azam and Architect of Pakistan Mr. Mohammad Ali Jinnah, died of heart failure in Karachi Pakistan, the news received in Delhi with deep regret. According to English Daily “The Statesman” from Delhi “The Flag at Government House is flying at half mast and Governor-General Mr. C. Rajagopalachari cancelled a reception he was to have given to Diplomatic Corps.

The Government of India issued the following Gazette Extraordinary on 12^th September, 1948.

            “The Government of India has learnt with deep regret of the death last night of His Excellency Quaid-i-Azam Jinnah. As a mark of respect to his memory it is hereby ordered that flags on all public buildings and defence establishments shall be flown half mast today.”

MESSAGE FROM GOVERNOR-GENERAL OF INDIA

Mr. C. Rajagopalachari, The Governor-General of India has sent the following message to Miss Fatima Jinnah:

“Dear Sister, – My deepest sympathy and the sympathy of all my people and my Government to you and your people. May the minds of men and women in India and Pakistan turn reverently upwards on this solemn occasion. May all of us be enabled by the Most High to go worthily through all our trials and tribulations.”

The Governor-General Mr. C. Rajagopalachari, has sent the following message to Mr. Liaquat Ali Khan, Prime Minister of Pakistan:-

“Dear friend, – On the solemn occasion on behalf of myself, my Government and my people, I tender to you and your Government and your people most heartfelt sympathy. May God enable us to go through every trial and every misfortune in a worthy manner.”

MESSAGE FROM PRIME MINISTER OF INDIA

Pandit Nehru, Prime Minister of India, has sent the following message to Mr. Liaquat Ali Khan, Prime Minister of Pakistan:

            “On behalf of the people of India, my colleagues and on my own behalf, I send to the Government and the people of Pakistan our sincerest sympathies in the great loss that Pakistan has suffered by the death of His Excellency Quaid-i-Azam Jinnah. Please convey our condolence to Miss Jinnah also.”

MESSAGE FROM SPEAKER OF INDIAN PARLIAMENT

Mr. G.V. Mavlankar, Speaker of the Indian Parliament, said in a message to Mr. Liaquat Ali Khan: “Regret the sad demise of Quaid-i-Azam. I had enjoyed the privilege of personally knowing him for years. He was a great Indian. Heartfelt condolences.”

GOVERNOR OF U.P. MRS. SAROJINI NAIDU’S MESSAGE

Mrs. Sarojini Naidu, Governor of U.P., has sent the following message of condolence to Miss Fatima Jinnah: “You know how deeply I share your sorrow. Many thousands of mourners have offered their tribute of admiration for their great leader but I send you in the poignant silence of my grief, one imperishable flower of memory and affection to lay on the grave of my dead beloved friend.

“Many powers are granted to you to bear this terrible bereavement with courage, calm and dignity as befits the sister of so great man. My love to you.” – API.

ALL INDIA CONGRESS COMMITTEE’S MESSAGE

The All-India Congress Committee office in Delhi was closed on 13^th September, 1948, the tricolour flying at half mast on the office building, as a mark of respect to the memory of Quaid-i-Azam Jinnah.

The following message was sent to Mr. Liaquat Ali Khan, Prime Minister of Pakistan and Miss Fatima Jinnah, by Acharya Jugal Kishore, General Secretary of the Congress: “All-India Congress Committee staff shares in your sorrow at the sad demise of the Quaid-i-Azam.

MESSAGE OF HINDU MAHASABHA PRESIDENT

Mr. L.B. Bhopatkar, President of Hindu Mahasabha, said: “In Quaid-i-Azam Jinnah, the Muslim world has lost a unique personality endowed with highest qualities. He knew the make-up of the Hindu and the Muslim mind as few others did. He founded Pakistan, the largest Muslim State in the world, by the sheer strength of character, unerring leadership, and uncommon tenacity of purpose.” – API.

INDIAN CONSTITUENT ASSEMBLY PAY THEIR TRIBUTE AND HOMAGE TO JINNAH

The Constitution Drafting Committee in its session dated November 4, 1948 pay their tribute and homage to the Quaid-i-Azam Mohammad Ali Jinnah. Dr. Rajendra Prasad, President of the Constituent Assembly said that “by his grim determination and steadfast devotion was able to Carve out Pakistan and whose passing at this moment was an irreparable loss too all.”

Assembly Members Rose in their seats to pay respect and The House stood in silence as a mark of respect (The Statesman Delhi November 5, 1948).

INDIAN LEADERS’ MESSAGES

The Secretary to the Governor-General, Mr. Shavax Lal, and the Military Secretary, Col Chatterji, called on the Pakistan High Commissioner in India on behalf of the Governor-General to convey. His Excellency’s condolence on the death of Mr. Jinnah.

Mr. Asoka Mehta and Moinuddin Harris, Socialist leaders, said: “In this hour of great sorrow of our sister State of Pakistan, we offer them not only our sympathy but our hand of friendship. Both our States, so young and orphaned almost simultaneously, must draw together.

Acharya Narendra Deva, the Socialist leader, said: “I sympathize with the people of Pakistan in the great loss they have sustained in the death of Mr. Jinnah.”

Dr. Syed Mahmud, Development Minister of Bihar, said: “There is no doubt that he was a great man. His character and integrity were unimpeachable. His loss would be deeply mourned in India Pakistan and in fact all over the world.”

Mr. Abdul Qaiyum Ansari, President, All-India Momin Conference and Minister of Public Works, said, “It is with the deepest sorrow that I learnt of Mr. Jinnah’s sad demise, it must be a hard blow to the newly born state of Pakistan which needed his wisdom and statesmanship. His death will no doubt be widely mourned.”

A number of foreign diplomats and their representatives called on the Pakistan High Commissioner in India to pay their condolences. Among them were: Mr. Lamping, Ambassador of the Netherlands, Mr. Armin Daeniker, Envoy Extraordinary of Switzerland, Dr. Corrobio, Italian Charge d’Affairs, the representative of the Indonesian Republic in New Delhi, the U.K. Acting High Commissioner, Mr. Symon, the Agent-General of Hyderabad in New Delhi, Mr. Karl, the First Secretary of the Afghanistan Embassy, Mr. Badruddin Haya, and Press Attache, Chinese Embassy – API and UPI.

BOMBAY ASSEMBLY ADJOURNED

The Bombay Assembly adjourned on 13^th September, 1948 for a few minutes to pay homage to the memory of Quaid-i-Azam Jinnah “Governor-General of the sister Dominion of Pakistan.” The House observed two minutes’ silence.

The national flag over Government House, Nagpur, flew at half mast on 12^th September, 1948. Flags over all public buildings throughout the province flew at half mast.

The Government of Bombay issued instructions to hoist the flags half mast on all Government and public buildings in the province as a mark of respect to the memory of Mr. Jinnah.

In Baroda, the State flag flew half mast as a token of homage to his memory.

Prayers for the peace of Mr. Jinnah’s soul were offered at a mass meeting of Muslims held on Sunday evening under the auspices of the Bombay Provincial Muslim League.

Mr. A.A. Khan, leader of the Opposition in the provincial Assembly, and other speakers made respectful references to his sacrifices and exhorted Muslims to hold steadfastly to the principles of unity and discipline taught by him. Special prayers were held in the local mosques.

MADRAS ASSEMBLY ADJOURNED

The Madras Assembly adjourned for five minutes on 13^th September, 1948 morning as a mark of respect to the memory of the Quaid-i-Azam, after passing a condolence resolution.

The sudden death of Mr. Jinnah is greatly regretted in Madras. The Union flag flew half mast at Fort St George.

The Mayor of Madras, Dr. U. Krishna Rao stated, “Mr. Jinnah was a man of undoubted integrity and character. His passing away will be loss not only to Pakistan but for the whole world.”

ASSAM ASSEMBLY ADJOURNED

The Assam Legislative Assembly met on 13^th September, 1948 and after the swearing in of new members, adjourned without transacting business as a mark of respect to Mr. Jinnah.

A resolution of condolence was moved by the Speaker and adopted, all standing. The Speaker and party leaders paid tributes to Mr. Jinnah.

Mr. Muhammad Saadullah ex-Premier of Assam, said in Shillong: “The loss to India and Pakistan by the death of the Quaid-i-Azam at this critical hour is irreparable.”

UTTAR PRADESH

Lucknow, Sept. 12 – The Indian flag was flying at half mast at the Secretariat this afternoon as a mark of respect to the memory of Quaid-i-Azam Jinnah. Although not of the U.P. Mr. Jinnah was closely associated with the Muslim politics of the province in the pre-partition days. It was at Lucknow that he was elected President of the resuscitated Muslim League in 1915.

It was also at Lucknow that He signed the famous pact which preceded the introduction of the Montague-Chelmsford reforms and under which the Congress conceded separate electorates to the Muslims. These events pushed Mr. Jinnah into the forefront of Muslim politics, a position which he maintained until his death.

CALCUTTA

The Governor of West Bengal, Dr. Katju, paying a tribute to the memory of Mr. Jinnah, said that he was one of the foremost sons of India, and an outstanding figure of this century not only in India but in the whole world. For generations to come, Mr. Jinnah’s work would be discussed, he said.

Mr. Basanta Kumar Das, Leader of the Opposition in the East Bengal Assembly said: Everyone in Pakistan and the Indian Union will feel greatly shocked at Mr. Jinnah’s death. The passing away of the unique and outstanding personality who was the architect of Pakistan is an irreparable loss.

Mr. H.S. Suhrawardy said: “I am stunned to hear the sad news. In the passing away of the Quaid-i-Azam, the world has lost a most colourful and dominant personality. The enthusiasm and admiration that he inspired among his followers was unbounded, and his mere presence was sufficient to destroy fissiparous tendencies and heal all dissentions. His death has created a void which the Muslims of Pakistan will find impossible to fill.”

Mr. Sarat Chandra Bose said that Mr. Jinnah was great as a lawyer, once great as a Congressman, great as a leader of the Muslims, great as a world politician and diplomat, and greatest of all as a man of action.

In a tribute to Mr. Jinnah, Mr. Abdur Rehman Siddiqi, a former member of the Indian Legislative Assembly, said that whatever one might think of Pakistan and partition, none would today withhold his respectful tribute to him as a great man, a great patriot and a great leader of men.

Special prayers were offered in Calcutta mosques today after evening prayers for the peace of the departed. Many Muslim shops and commercial houses in Calcutta were closed on 13^th September, 1948. After prayer at the Nakhoda Mosque, a special congregation offered “Fateha” in memory of the departed leader – API.

PUNJAB

The Governor of East Punjab, Sir Chandulal Trivedi, has conveyed to the Deputy High Commissioner of Pakistan in India his and the East Punjab Government’s deep sympathy.

In a message to Maj-Gen. Abdur Rehman, Deputy High Commissioner for Pakistan in India, the Governor says, “All of us here have heard with great regret the news of the death of Mr. M.A. Jinnah, Governor-General of Pakistan. I shall be grateful if you will kindly convey to the Government of Pakistan my deep sympathy as well as the sympathy of the Government of East Punjab in the irreparable loss which Pakistan has suffered.”

“The Premier, Dr. Gopi Chand Bhargava, and the Home Minister, Sardar Swaran Singh, sent the following message to Khan Iftikhar Hussain Khan of Mamdot, the West Punjab Premier: “Deeply grieved to learn of the sudden passing away of Mohammad Ali Jinnah. Heartfelt sympathies with all of you.”

HYDERABAD

Hyderabad was shocked to hear the news of the death of the Quaid-i-Azam. It was plunged into deepest grief. The Nizam’s Government ordered closing down of schools, colleges and Government offices to mark the day of mourning. The city presented a gloomy appearance.

Dr. Syed Abdul Latif said: “The tallest and the wiset figure of the Muslim world has suddenly passed away. I had the honour of associating with him for several years and I know how heavy is my personal loss. He has passed away at a time when he was needed most by Muslims, but they should not get downhearted.”

At Deccan House, the official residence of Mr. K.M. Munshi, the Indian tricolour was flying half mast.

BHOPAL SHUTDOWN

All offices, courts, educational institutions and factories in Bhopal remained closed on 13^th September, 1948 and the city observed complete hartal.

KASHMIR

Sheikh Abdullah, Premier of Jammu and Kashmir, has sent the following telegram to the Prime Minister of Pakistan: “On behalf of my Government and the people of Jammu and Kashmir. I wish to convey to your Government and people of Pakistan our heartfelt condolence on the death of Mr. Mohammad Ali Jinnah, and assure you of our sympathy in your hour of grief.”

BORDER TRADE SUSPENDED

AMRITSAR, Sept. 13 – In view of mourning in Pakistan over Mr. Jinnah’s death, all trade at the Indo-Pakistan border near Wagah has been suspended for three days. No Muslim traders turned up today and non-Muslim traders from Amritsar had to return disappointed.

ALIGARH MUSLIM UNIVERSITY CLOSED

Aligarh, Sept. 12 – The Aligarh University and allied institutions remained closed today as a mark of respect to the memory of Mr. Jinnah. A condolence meeting was held at the Union Hall.

September 13 – A meeting of the Court, the staff and students of the Aligarh Muslim University was held at Stretchy Hall where a resolution of condolence was passed on the death of Quaid-i-Azam Jinnah. Mr. Ismail Khan, the Vice-Chancellor and President of the Union, in short speeches recalled the services of the Quaid-i-Azam to the country.

EDITORIAL OF “THE STATESMAN”

English Daily, The Statesman from Delhi on Sept. 13 – 1948, writes in his editorial under the heading of “The great man goes.”

“Though his personality seemed lacking in some human qualities, none could fail to recognize Mr. Jinnah’s greatness. Seemingly as hard as a diamond, he had all the diamond’s brilliance, His skill in securing the utmost advantage for the cause he championed was only second to his unalterable determination. Regret may be felt that, with his other great qualities, he did not combine a wider vision, but his total concentration of effort in securing his objectives was unsurpassed. He set himself a goal and reached it. His achievement is manifest.”

To discuss the gruesome events that happen in different parts of the state, country or world is one thing but to actually sit across someone who has been at the receiving end of atrocities is another. Last week, we did just that. I am having trouble sleeping, processing the sequence of events and trying not to personalise the tragedy that had befallen an eight-year-old child in Kathua.

One hundred kilometres from Srinagar, under tarpoline sheets, sipping warm tea and trying to make eye contact with the child’s parents, we had no words. Usually, my colleague Darab and I are prompt with our questions to the survivors of violence, whom we often deal with. This time we had nothing to say. The mother’s big eyes, the ones she had passed on to her daughter, whose posters are on every third vehicle in Kashmir, were a cruel reminder of why we were there.

We did not want them to narrate events, as it would mean reliving and recounting the horror of their child’s fate. We wanted only to participate in their grief, in solidarity. I only said “aapke mann main agar kuch hai, to bol dijiye” (if there’s anything on your mind, please say it). And all they wanted to say was: “Our child should get justice.” My takeaway from the hour-long conversation was only that they are magnanimous people. They say we do not want any inter-faith disputes in our area, but just that the court should bring the alleged perpetrators to justice. That places an extra onus on the judicial system to not let them down. Her parents and many other believers in justice should not regret placing their trust in a system which otherwise disappoints hoards of victims and survivors on a daily basis.

When informed that many members of the civil society had raised substantial funds for them, the parents did not even blink. Their only concern was justice. Because of their lifestyle, which involves being on the go for around seven months of the year herding livestock, their coping mechanisms also seem varied. They believe, very strongly, in the greater force that guards them through jungles and mountains, against wild animals or a natural calamity. They have a limited understanding of systemic injustice. Hence, they are not spiteful or full of vengeance.

The judicial procedure will take its course, the politics will manoeuvre as it does, but what remains a constant is the deep, inexplicable grief that I saw in a mother’s eyes. And that grief will haunt us. There could not have been a better analogy to give you all to live by than what we saw on our way back from meeting the parents.

When we were coming down the mountains, there were vultures, of a size and type we had never seen before, waiting to eat a puppy that lay dead on the bare ground. The vultures had an air of superiority and arrogance. They did not seem to have any remorse for being so hungry for flesh and blood. To me, they represented the perpetrators of this horrible crime and many other men of their ilk and reminded me that no matter how safe I thought I was, these wild creatures could pounce on me and many other women. Rich or poor, Hindu or Muslim, educated or illiterate, it doesn’t matter, they could decimate our existence, our flesh and pride, our honour. And at the end, they could just fly away, soaring into the high skies of lawlessness and lack of accountability in a society that seems to be in reverse gear.

The acquittal of all the accused in the Mecca Masjid blast case shines the light on the National Investigation Agency (NIA), and the view is unimpressive. The organisation was formed after the Mumbai attacks, in response to two realities. One, that terrorism is agnostic to borders and jurisdictions, and therefore an agency with a nationwide footprint was needed to replicate strategies and successes at one location elsewhere. Two, the CBI, the famous “caged parrot”, had attained disreputability, and a national agency perceived to be above political pressures and other motives, and deserving of public trust, was required. However, the Mecca Masjid acquittals — the circumstances in which they played out, and the unanswered questions they leave behind — suggest that the NIA has not lived up to its promise.

In January, NIA chief Y C Modi claimed a 95 per cent conviction rate, but the numbers miss the point. These convictions included petty counterfeiting matters and Arms Act cases, the bread and butter of any enforcement agency. But the NIA was set up for the express purpose of addressing high-profile cases with wider political and geopolitical implications, such as the Mumbai attack.

It had performed well in that matter, working with agencies overseas and interrogating David Headley in the US. But from about 2014, it was clear that it would be unable to make a rigorous case in the Mecca Masjid matter. Notably, the agency had become controversial in 2015, after the NDA came to power at the Centre, following the revelation by former special prosecutor Rohini Salian that a superintendent of police of the NIA asked her to go easy on the Malegaon accused. The NIA was supposed to be the agency above such controversies, and immune to interference. On the contrary, it has laid itself open to the charge of attempting to interfere with due process.

In the Mecca Masjid case, the loss of evidence has contributed significantly to the outcome. But the perception that the agency showed little initiative to plug the loopholes has done more damage. A parliamentary committee pulled it up for similar lack of energy in 2017, when it dragged its feet on a probe in the Pathankot attack. In the present case, the phenomenon of witnesses turning hostile and the accused disowning testimony has drawn unfavourable attention. And the resignation of the judge who delivered the verdict, only two months before his retirement, is thought-provoking. Despite a fine beginning, today the NIA looks more like a new, unimproved CBI.

With an eye on impending state elections, Karnataka CM Siddaramaiah recently raised the flag of a south Indian revolt. States south of the Vindhyas have been effectively subsidising the north, he wrote on Facebook. After Chandrababu Naiduled TDP exited NDA, DMK president MK Stalin declared he would support a “Dravida Nadu” of southern states. In Bengal, Mamata Banerjee repeatedly attacks New Delhi’s imperiousness and Keralites have taken to social media to protest stereotyping the entire state as a “killing field” simply because of age-old political violence between rival party cadres.

With 20 ruling alliance CMs, clearly the opposition feels squeezed and there are moves afoot to create a loose chief ministers’ front. The Centre vs states battle poses a fundamental challenge for the polity: is a strong Centre run by a majority government and a dominant personality cult always in confrontation with the possibility of a looser federation of states in which no single party or individual enjoys overwhelming power? It could be argued coalition governments, although dubbed ‘rickety’ and ‘unstable’, capture India’s plural ethos better than a single party.

The Janata coalition of 1977, and those led by HD Deve Gowda and IK Gujral were indeed shaky. Yet the coalition government led by AB Vajpayee and minority government led by PV Narasimha Rao were highly successful. Former RBI governor YV Reddy recently said that coalition governments produce better economic growth than majority ones, pointing out that India saw the highest growth from 1990-2014 during coalitions.

The Vajpayee coalition government of 1999 – the first to last a full five years – was a remarkable experiment that saw growth rates pick up, tough decisions on disinvestment taken, a new relationship with the US as well as a drive towards infrastructure. It showed that if there was a consensus-building leader as a glue, it was possible to provide purposeful governance even if no party had an absolute majority. From George Fernandes to Chandrababu Naidu, Vajpayee was trusted.

If Vajpayee was the reconciler, PV Narasimha Rao was the crafty political manager who, while heading a minority government pulled off the most dramatic transformation post-Independence India had ever seen, namely the 1991 reforms. With stealth and statecraft Rao liberalised the economy, carrying with him a divided Congress and a hostile opposition.

Contrast this with India’s majority governments. Indira Gandhi’s thundering mandate in 1971 led within three short years to a descent into socialistic protectionism and the 1975 Emergency. Rajiv Gandhi’s huge victory in 1984 soon collapsed amid perceptions of influence-peddling coteries around an all powerful PM.

Today PM Modi rules with a massive majority, repeatedly proving his electability. Yet there’s a question over his highly individualistic governance style that seems to be alienating significant sections of the political class. Every NDA ally today appears disillusioned, TDP’s angry estrangement revealing a certain flaw in a decision making structure concentrated overwhelmingly around the prime minister’s office in Delhi.

Modi has talked of cooperative federalism, yet chief ministers complain the Centre sees them as rivals. For example in the PM’s latest Ayushman Bharat scheme, several state governments fear that their own health insurance schemes will be subsumed under this gargantuan central plan and the PM will get all the credit. After all, why should opposition-ruled ruled states like Bengal and Karnataka accept Delhi’s writ if they aren’t given the political space to implement their own programmes?

Also, when a powerful ruling party speaks of a ‘Congress mukt Bharat’ the opposition begins to fear not just defeat but elimination. In this sense BJP’s the new Congress which in the 70s similarly sought to politically crush not only its rivals but federalism itself with disastrous results in Punjab and J&K.

By contrast, the GST negotiations show what can be achieved if there’s give and take between Centre and states. Here the Centre reassured states of being equal stake holders, the reason why no state, despite serious misgivings, has so far walked out of the GST edifice. Can India’s politics resemble the cooperative federalism of a GST-like council in 2019 with a balance of power between federal government and states?

UPA-1 coalition saw a similarly consensual formula. Despite the Left’s haranguing presence, it was able to create high growth and move forward on an Indo-US nuclear deal. The perception was that the Centre was weak which led to slow decision-making, yet the nonpolitical Manmohan Singh wasn’t seen as a political adversary by chief ministers. By contrast, Modi’s dominant political personality has left him vulnerable to being seen as a threat by regional leaders, pitting BJP’s political expansionism against regional forces in states.

BR Ambedkar designed India’s Constitution as more federal than unitary. “India, that is Bharat, shall be a Union of States,” declares Article 1. Today more than ever before, India lives in its states and not in Delhi, it’s an era of robust and powerful CMs. That’s why the shifting contours of politics, where Mamata Banerjee and K Chandrashekhar Rao are sharing their alternative chai pe charcha or a Sharad Pawar and Chandrababu Naidu are weighing their options or a loose regional or federal front is taking shape, are not as misconceived as they may initially appear. Of course any coalition of CMs can’t revolve simply around a ‘Modi mukt Centre’ agenda but must become a template for ensuring equitable share in resources and a greater say for states in decision making.

A federal front mirrors Indian realities in which power doesn’t flow from the top but where decision making’s genuinely federalised. In fact, in many ways coalition governments are perhaps the only remaining institutional check on democratic authoritarianism and over centralisation. India’s diverse polity has always needed a wide dispersal of political power to create a truly ‘United States of India’.

One march and one byelection in March 2018 has sent a message to BJP for May 2019. But it’s important that we read the message right.

24×7 punditry will claim marching Maharashtra farmers and SP-BSP voters in Gorakhpur are early signs of BJP losing national ground to angry kisans and smart alliances. But hold on.

Gorakhpur, once Yogi Adityanath’s ultra-safe seat, has undoubtedly delivered a shock and a larger message to Modi-Shah’s party. BJP, though, still has many cards to play.

It’s true the party appears to have misread the ground reality in Gorakhpur – a smooth transfer of BSP votes to SP. Can this become the anti-BJP model for UP? SP and BSP can fight together and split seats according to their supposed areas of dominance. BJP lost Bihar’s state polls to the Nitish Kumar and Lalu Prasad grand alliance. May be, we have seen the beginning of the UP grand alliance.

But again, not so fast. Even assuming that infamously fractious leaders of SP and BSP can put together an UP-wide alliance, against them will be the new, new BJP, the most formidable electoral fighting machine India has ever seen. The safestbet after Gorakhpur is that BJP’s leadership will go back to the drawing board and reassess everything. For Modi-Shah’s BJP, UP is now an electoral emergency, and this transformed BJP’s likely response to such a challenge is a big X factor.

More, national polls don’t necessarily evoke similar voter responses as parliamentary byelections and state polls. In 2014, Modi’s BJP was the crystal clear alternative to a hapless Congress. In 2019, who’s the alternative to Modi’s BJP? The most definitive message from yesterday’s byelections was that in India’s two biggest states, UP and Bihar, Congress is a mystery that’s fast becoming history. Congress of 2019 won’t be the same as Congress of 2004 or 2009.

If Congress fights national polls with an at best patchy electoral record, and is therefore subject to pulls and pressures of a dozen regional satraps, the national opposition will appear as notional to voters thinking about a national government. To the extent that dissatisfaction against Modi’s BJP won’t find a central locus, it’s advantage BJP.

The likely fragmented, fractious, multiparty nature of the opposition is relevant when considering the kisan vote as well. The kisan vote is a challenge for BJP – serious academics studying farmers say there’s been a definite erosion of support for the party between 2014 and now.

But recall that the farmers march to Mumbai was organised by the kisan wing of CPM. Congress had nothing to do with it. And further, when BJP has taken electoral knocks from angry kisans, as it did in the Saurashtra region in Gujarat state elections, it was more a self-goal (ignoring farmers’ complaints on low crop prices) than Congress mobilisation.

As Abhishek Manu Singhvi rather honestly said, Congress has a long way to go before building a ground level movement. Therefore, even if there’s an angry kisan vote nationally, there’s no natural national candidate to fully exploit it.

Farmers’ economic conditions are determined by structural realities that can’t be changed in 13 months that’s left for general elections. But elections are about messaging and managing, and luck and lucre. BJP, when confronted with the challenge of making farmers less angry, has advantages in all four.

Messaging: The rural vote is not only the farmer vote. The majority of rural India is non-cultivator landless labour. For them BJP’s messaging focussed on higher supply of cooking gas, rural electrification and, if it’s up and running even in a small way, the new national health insurance scheme are not electorally irrelevant.

For farmers, Modi government’s crop insurance scheme and the national emarket programme for crops appear to be good ideas that have not seen good implementation. But which anti-BJP party will lay claim to be good implementers of good ideas for farmers? A widespread, electionturning and national kisan vote against BJP will work only if BJP had nothing to say to farmers and another party had a convincing alternative. Neither applies.

Managing: Post-Gujarat elections, the Centre made import of pulses difficult, to help farmers. Before UP elections, BJP announced statewide farm loan waiver. Post the Mumbai march, BJP accepted the demand for a bigger loan waiver scheme in Maharashtra. In MP, a scheme that tries to compensate farmers for low market prices is in force, and should and probably will be improved. The point is, in power in the Centre and in most major states in India, BJP has many quickfix policy options to try and win back kisan support. Who’s to say there will be no national loan waiver if a general election strategy absolutely demands it?

Luck: Monsoons are predicted to be normal. True, good monsoons don’t by themselves guarantee good farmer incomes because bumper crops and low prices often coexist. But a bad monsoon would have really been a tough election challenge for BJP, and it’s lucky that way.

Lucky, too, that GDP growth is picking up just as national polls approach, and agriculture, construction and manufacturing are also growing fast. An incumbent that goes to national polls with accelerating GDP growth and fast-growing sectors that generate employment for aam admi has an advantage.

Lucre: Never, ever underestimate the power of money in elections. BJP will fight 2019 general elections with not just ferocious determination but with resources unmatched in Indian election history. Ground armies backed by a huge campaign cash pile can change more than a few ground realities.

So, yes, Mumbai and Gorakhpur have sent a message to BJP in March 2018. But for Bharat in 2019, it’s still advantage ruling party.

PNB scandal points to unreformed financial sector, failure of risk management and auditing systems.

The Punjab National Bank-Nirav Modi scandal has, once again, given rise to questions about public sector banking in India. The mixing of the business of banking with government is fraught with difficulties. Public ownership effectively reduces the RBI’s powers to punish managements and boards of banks when they fail to perform their key role of managing risk. Rules of hiring and salary, political pressures, lack of accountability and the implicit sovereign guarantee of PSBs create the wrong incentives.

While the blame-game is on for l’affaire Nirav Modi, India needs to address fundamental questions about ownership of banks and the difficulties it creates. This is not surprising given the public support for PSU banks. Public sector ownership comes with an implicit sovereign guarantee.

For instance, depositor angst about the Financial Resolution and Deposit Insurance (FRDI) bill has been mainly because it has brought into the public debate the fact that all deposits are not guaranteed. Most depositors are not aware of the Rs 1 lakh limit of deposit insurance. The realisation that deposits above one lakh may not be safe if a bank fails, even if the bank is owned by government, is creating huge discomfort. Whether a bank is involved in fraud, as allegedly in the case of the PNB, or whether it has made bad judgements about business loans, depositors have been looking towards public ownership rather than the competence of the bank management for keeping their savings safe.

Given that there are few avenues for safe financial savings, this is to be expected. On the one hand, India forces banks to hold government bonds through the Statutory Liquidity Ratio. On the other, it does not allow households to lend to the government through small savings schemes like the Public Provident Fund and National Savings Schemes beyond income tax rebates. Nor can households purchase risk-free government bonds through the stock market. Households which have low-risk appetite go through the public sector banking system to find avenues for their financial savings. The lack of other instruments in the financial sector, therefore, creates political pressure for public ownership of banks.

The PNB-Nirav Modi fraud highlights the failure of operational risk management and auditing systems. Regardless of whether it was inefficiency or fraud, what is the accountability of the management and the board of the bank? If the PNB was privately owned, would the impact of such a fraud have been only on the two officials arrested or directly involved?

It is reported that the RBI has asked the PNB to pay other banks who gave credit based on the PNB’s guarantee. If the PNB pays up and suffers losses, would it be the taxpayer who will fill in for these losses through further re-capitalisation of the bank?

How many times in the past have taxpayers paid the PNB and other public sector banks that were falling short? CAG Report No. 28 of 2017 titled “Performance Audit Union Government Recapitalisation of Public Sector Banks” says that GOI, as the majority shareholder, has infused capital of Rs 1,18,724 crore from 2008-09 to 2016-17 in PSBs for meeting their capital adequacy requirements. The government has announced that it is infusing another Rs 2.11 lakh crore into PSU banks. At the same time, bad loans in the banking sector are above 10 per cent of outstanding loans. According to the RBI’s Financial Stability Report, while NPAs are rising for both public and private sector banks, those for public sector banks could rise to as much as 14.6 per cent by March 2018.

What is the way forward? The answer may not lie in the over-simplified solution that public sector banks should be privatised. That would be part of the solution, but along with that, other reforms are needed.

First, there is a need to address the requirements of a large and increasing number of investors who should get greater access to mechanisms to lend to government. This may not even mean lower returns. Considering that today the government 10-year bond yield at above 7 per cent is higher than the fixed deposit rate offered by most banks, some could choose to invest in bonds directly through the stock market. This needs a reform of the bonds market.

Second, small savings schemes should be reformed. Direct lending to small savings schemes can be expanded beyond the tax rebate caps. Interest rates can be linked to government bond yields. Third, to address concerns about private banks the deposit insurance cap could be raised; Rs 5 lakh would cover 98 per cent deposits.

Fourth, if the government decides that PSBs should offer risk-free deposits above the cap on deposit insurance they should be allowed to invest only in government bonds, or, do “narrow banking”. Then the implicit sovereign guarantee could effectively turn into explicit sovereign guarantee. The business of giving loans, making decisions, figuring out risk management systems, hiring competent staff, provisioning for bad loans, creating mechanisms for accountability and punishing management when systems fail can be left to private banks. Today the taxpayer pays when PSBs fail to perform these functions properly. Narrow banking by PSBs can take this burden away from the taxpayer.

The reforms of 1991 changed the way business works in India. They allowed the private sector to set up production and import without needing licences. They fundamentally took government out of the role of determining how and what should be produced. However, what they failed to do was to take the government out of the role of financing production and trade. By maintaining a largely bank dominated financial system and keeping it public sector dominated, India tried to run a market economy on one leg. The other leg, of finance, that should have supported the market economy, has been dragging the economy down. More than 25 years after liberalisation, finance is increasingly emerging as the binding constraint which emphasises the pressing need for fundamental reform.

Punjab National Bank, India’s second-biggest state-run lender, stunned the country’s financial sector this month when it announced it had discovered an alleged fraud worth $1.8 billion at a single branch in Mumbai.

India is a federal state with its constituting units, the states, having the autonomy of governance in the subjects specified by the Constitution. Federalism is one of the basic features of the Constitution. The constitution of legislative assemblies and formation of state governments are autonomous functions. The Union government cannot interfere with the governance of a state except when there is a proclamation of Emergency under articles 352, 355 and 356 of the Constitution.

We have to ignore two instances in the past where the legislative assemblies of nine states were dissolved by their governors under Article 174 (2) (b) of the Constitution. In 1977, the Congress party had the majority in these assemblies. When the Janata Party assumed office at the Centre after emerging victorious in the elections held that year, the Union Home Ministry wrote to the chief ministers of these states asking them to request the respective governors to dissolve the assemblies. And, the governors did so.

When the Congress party came to power at the Centre, in 1980, it repeated the exercise in the nine states. The legislative assemblies in these states were dissolved. Notwithstanding the federal Constitution and the fact that the provisions of article 174 (2)(b) are not meant to give the Centre the power of dissolution of state legislatures, the Centre used these provisions in a dubious manner to interfere in the governance of the states. Unfortunately, the Supreme Court did not rise to the occasion during these two instances. The provisions of Article 174 (2)(b) give power to the governor to dissolve the legislative assembly when either its tenure comes to an end or the political situation in the state compels him to do so. This power is not to be used by the governor at the Centre’s instance. On the two occasions, the Central government wanted to dissolve the legislative assemblies in the state concerned because the ruling party at the Centre had won all or a majority of the seats in the Lok Sabha there. That can hardly be a reason for dissolving the legislative assemblies.

It is common experience that people vote differently for the Lok Sabha and the state assemblies — for various reasons. To undo the legislative assembly because the people in the state concerned have voted for a different political party while electing members of the Lok Sabha is to make a mockery of federalism. Legislative assemblies in various states have been dissolved before the end of their tenure on account of internal political developments in the states. As a result, the elections to these assemblies have to be held today at different times which do not coincide with the timings of elections to assemblies in other states or with the elections to the Lok Sabha.

If it is now decided to hold elections to the different state assemblies along with the election to the Lok Sabha, the assemblies whose tenure has not expired and in some cases, which have been constituted a year or few months earlier, will have to be dissolved for no reason other than the will of the Centre to hold elections simultaneously. As mentioned earlier, there is no provision in the Constitution except Articles 352, 355 and 356, which gives power to the Centre, that is the President, to dissolve the legislative assemblies. Those powers are limited and can be exercised only in the circumstances mentioned in the said articles. Any attempt to read such power in article 174 (2)(b) or elsewhere will be clearly unconstitutional. Hence, simultaneous elections are not legally possible.

The next question is whether elections to state assemblies and the Lok Sabha should be held simultaneously even if these are due at the same time. This is not a question of law but of ensuring genuine representation in the Houses at the two levels. Voters vote on local issues while voting for the state assemblies and are motivated by national and international concerns while electing their representatives in the Lok Sabha. But simultaneous elections may steamroll them into voting for the same party for both the Houses, although they do not desire to do so. This may distort the true opinion of the people. The purpose of election itself may thus be defeated.
